June 25, 2024 Regular Board Approved Minutes

MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, JUNE 25, 2024, CONDUCTED IN-PERSON AND ELECTRONICALLY.

CALL TO ORDER AND ROLL CALL

Clerk DaToya Burtin-Cox called the meeting to order at 7:05 p.m.

The meeting was conducted in-person and electronically. On the call of the roll the following participated in-person: Trustee Davis, Trustee Ade Onayemi, Trustee Tim Thomas, Trustee Margaret Trybus, Township Supervisor, Clarmarie Keenan, Township Attorney, John Garofalo, Township Manager E. Michel, Clerk, DaToya Burtin-Cox.  

Director Cheryl Potts of CMHB participated virtually. 

PUBLIC COMMENTS

None.

Consent Agenda

Minutes from May 21, 2024 and bills for the period of May 11th through June 14th, 2024 were approved by the board with clerical modifications.

A motion was made by Trustee Davis and seconded by Trustee Onayemi. The board voted unanimously to approve the consent agenda.

Business Items

  • Public hearing for the fiscal year 2025 Township budget
    • No residents attended the public meeting
    • Township Manager did a quick review of the presentations made by the Township departments
  • Approval of the fiscal year 2025 Township Budget Ordinance
    • Motion for approval made by Trustee Davis. Motion seconded by Trustee Trybus. The board approved unanimously.
  • Approval of an ordinance ascertaining prevailing wages for fiscal year 2025
    • Ordinance allows the Township to be in compliance with the labor laws
    • Motion for approval made by Trustee Davis and seconded by Trustee Onayemi. The board passed unanimously.
  • Approval of the Decennial Committee final report on Government Efficiency
    • Item tabled until report is edited
  • Appointment of Michael O'Neill to the Financial Advisory Committee to the Township
    • Board directed the Township to reconvene the committee
    • Two prior members of the committee agreed to participate. The Township needs to seat two additional members.
    • Motion to approve made by Trustee Trybus and seconded by Trustee Onayemi. The board approved unanimously.
  • Approval of the Youth Engagement Program intergovernmental agreement
    • River Forest has agreed to sign on to the agreement. Oak Park Park District may not be included and this year the agreement.
      • Township trustees requested talking points so that they may attend board meetings to encourage other taxing bodies to participate in the agreement.
    • The language in the agreement has not changed from prior years
    • Motion to approve made by Trustee Trybus and seconded by Trustee Davis. The board voted to approve unanimously.
  • Approval of financial support to the Oak Park Homelessness Coalition
    • Supervisor Keenan requested report on previous allocation through budget to the coalition
  • Motion to approve made by Trustee Trybus and seconded by Trustee Davis. The board approved unanimously
  • Approval of an agreement between the Village and Township of Oak Park regarding cooling/warming center operating procedures
    • The Village of Oak Park will be referring individuals to the Township Senior Center and others participating in the program
    • Motion to approve made by Trustee Onayemi and seconded by Trustee Trybus. The board approved unanimously.
  • Approval of resolutions updating the authorized signatory for Township bank accounts
    • motion to approve made by Trustee Davis and seconded by Trustee Thomas. The board voted unanimously to approve.
  • Approval of an agreement with Fox Valley Fire and Safety for fire alarm system replacement and upgrades
    • Motion to approve made by Trustee Onayemi and seconded by Trustee Davis. The Board voted unanimously to approve.
  • Approval of the phase one strategic planning documents
    • Trustee Davis requested that the topic of inclusion be included
    • Trustee Trybus questioned the timetable for reviewing every two years the strategic plane and mission every four years
    • A vote was tabled until the plan was reviewed and edited

Discussion Items

  • Discussion of ballot initiatives
    • topic is not valid to Oak Park Township
    • Oak Park Township cannot enforce
    • ILCS 180 allows the board to take steps regarding advisory agenda, but they are not required

Brief Reports:

Township Manager

  • The Township's newsletter is out for print
  • Phase two of the strategic plan
    • utilize the Decennial report to establish next steps

Township Supervisor

  • Thank you to staff and Township manager for hard work
  • the Decennial report it's going well and the draft product looks good

Trustee Liaison Committee Members

Youth and Family Services committee

  • no meeting

Senior Services committee

  • No report

Community Mental Health Board

  • DePaul university came out and spoke
    • discuss the lack of utilization of the mental health services through the school- district 97
    • indicated that district 97 was not funding currently
    • On July 13th a meeting will be held with partner rush to discuss the Living Room

IGOV committee

  • At the June 8th meeting discussed the candidate forum and the village discussed alternate policing response team and affordable housing

The next public meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically at 7:00 p.m. Tuesday, July 23, 2024, at 7:00 pm at the Township Office located at 105 S. Oak Park, Ave, Oak Park, IL.
