MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, MARCH 26, 2024, CONDUCTED IN-PERSON AND ELECTRONICALLY.

CALL TO ORDER AND ROLL CALL

Clerk DaToya Burtin-Cox called the meeting to order at 7:02 pm and the meeting was conducted in-person and electronically. On the call of the roll the following participated inperson: Trustee Ade Onayemi, Trustee Thomas; Township Supervisor, Clarmarie Keenan, Township Attorney, John Garofalo, Township Manager E. Michel, and Director Megan Traficano, YFS. Also present virtually, was Clerk DaToya Burtin-Cox, Trustee Eric Davis, Director Cheryl Potts, CMHB, Director April Dugal, GA.

Consent Agenda

Approval of Minutes: March 12, 2024

Approval of Bills: 3/6/24 - 3/18/2024

  • Motion made to approve consent agenda and seconded. Passed unanimously.

Business Items

Approval of Tentative Budget

  • Manager Michel provided a PowerPoint presentation
  • Trustee Davis inquired about the Finance Committee review of presentation
    • Manager Michel to look into matter
  • Motion to accept the tentative budget. Motion seconded and approved unanimously.

Approval of the Youth and Family Services Grant Awards Recommendations

  • Recommendations presented to Board
    • 2 Rivers Forest org
    • 7 Joint [originally 9 joint but 2 of the applications determined to serve only OP residents]
      • Concordia Stem - 7K [50/50 split between OP and RF]
      • Little Huskies
      • Beat the Street
      • OPRF Intermural - 13K
      • Snowball - 2K
      • OPRF - Set the expectations - 4976
    • 5 OP [originally 3 OP applications]
      • OP Park DIST - 10K
      • Kumuba - 15K
      • D97 [Irving Slam prog] - 750
      • OP Public Library - 13,600
      • Styles for Kids - 10K
    • Motion to accept the recommendations. Motion seconded and unanimously approved.

Approval of 105 and 130 S Oak Park Masonry Services Contract

  • Contract amount 45,545
  • Township attorney has a few clarification questions about contract
  • Motion to approve contract to accept contract not to exceed contract amount and with attorney clarification. Motion seconded and approved unanimously.

Approval of a Resolution Revisiting the General Assistance Payment Dates

  • Set dates to release funds
    • Dates were shifted up so that funds are available 3rd of the month.
  • Trustee Onayemi asked why there was a problem with the ways funds were made available in the past
    • Manager Michel indicated that there was delay with the release of the money
  • Motion was made to approve the resolution. Motion was seconded and approved unaminously

Approval of Annual Meeting Agenda

  • Motion to approved draft agenda. Motion seconded and approved unaminously.

  • Possible trustee moderator
    • Trustee Davis volunteered

Brief Reports:

Township Manager

  • Township newsletter is progressing
  • Manager report - fire at 105 S Oak Park bldg
    • electrical fire in HVAC
    • manager will get cost estimate for repair to bring to board
  • Trustee Davis indicated that he appreciated the Manager's weekly write-up

Township Supervisor

  • Request rpt from Senior Services and Youth and Family Services [YFS]
  • Notice to go out to Board and Staff about provided notice of absenteeism

CMHB

  • Discussion surrounding topic of sharing client info with third party service providers [maintaining with privacy laws]
  • 3/23 presentation at CRC
  • At committee mtg reflected on FY24 and look toward FY25
  • Thank Manage Michel for attending committee mtg

IGOV

  • Mtg set for 4/15

Senior Services

  • 4 home delivery route
    • Increased volume
  • Hiring new driver
  • Taking on 2 interns
    • 1 intern will be shared with YFS
  • Pausing Celebrating Seniors for FY24
  • Look into DEI within Senior Service
  • Thank Manager Michel for attending committee mtg

Youth and Family Services

  • No rpt

ADJOURNMENT OF GENERAL MEETING

Trustee motioned to adjourn at 8:40 pm; Trustee seconded the motion which passed unanimously.

The next public meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically at 7:00 p.m. Tuesday, April 9, 2024, at 7:30 pm at the Township Office located at 105 S. Oak Park, Ave, Oak Park, IL.
