MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, March 12, 2024, CONDUCTED IN-PERSON AND ELECTRONICALLY.

CALL TO ORDER AND ROLL CALL

Clerk DaToya Burtin-Cox called the meeting to order at 7:02 pm and the meeting was
conducted in-person and electronically. On the call of the roll the following participated inperson: Clerk DaToya Burtin-Cox, Trustee Eric Davis, Trustee Ade Onayemi, Trustee Thomas, Trustee Trybus; Township Supervisor, Clarmarie Keenan, and Township Attorney, John Garofalo, Township Manager E. Michel. Also present virtually, was Director Cheryl Potts, CMHB.

PUBLIC COMMENTS

Consent Agenda

Approval of Minutes: February 27, 2024
Approval of Bills: 2/21/24 – 3/5/24

  • Motion made to approve consent agenda with corrections [1. Field Park is having a design
    competition; 2. Include statement that Supervisor did not attend COG meeting] and was
    seconded. The Board approved unanimously.

River Forest Township Senior Services IGA
River Forest Township Youth Services IGA
River Forest Township General Assistance IGA

  • The Senior Services IGA included new language in IGA re: Hold Harmless, Open
    Meetings Act, payment method [ACH], method of notice [email allowed], updated legal
    definitions, change quorum number, policy, advertising.

    • Board inquired about the change of name to Senior and Disability Services
  • Youth & Family Services IGA updated Quorum number, notice via email.
  • General Assistance IGA updated administrative expenses
    • Board inquired around the flat rate grant amount – did it increased?
  • Motion to approve the IGA with Manager providing info. about IGAs. Motion was
    seconded. Board Approved IGAs unanimously.

Discussion Item

Newsletter Advertising Policy Discussion

  • Trustee Trybus inquired about the proprietary issue of advertisements
  • Trustee Davis inquired about language related to religion

Brief Reports:

Township Manager

130 Oak Park Avenue Tuckpoint Project Update

  • Next capital improvement project previously approved by Board
  • Construction price lower than previous bid around 2021

Township Supervisor

  • Congratulation on Sequin Award
    • Thank you to Board and staff that attended
  •  Reminder to Board and Staff to continue to be fiscally responsible when designing programming/office changes

Trustee Liaison Committee Members

  • No meeting.

IGOV

  • Met on 3/9
  • SEI report
    • Awareness for citizen to serve in the community

Senior Services

  • No meeting.

Youth and Family Services

  • Met 3/6
  • Review grant programs
    • 3 OP applications fully funded
    • Joint program application
      • 80/20 split
    • Discuss programs future funding

ADJOURNMENT

Trustee motioned to adjourn at 8:16 pm; Trustee seconded the motion which passed unanimously.

NEXT MEETING

The next public meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically at 7:00 p.m. Tuesday, March 26, 2024, at 7 pm at the Township Office located at 105 S. Oak Park, Ave, Oak Park, IL.
