MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, February 13, 2024, CONDUCTED IN-PERSON AND ELECTRONCALLY.

CALL TO ORDER AND ROLL CALL

Clerk DaToya Burtin-Cox called the meeting to order at 7:06 pm and the meeting was conducted in-person and electronically. On the call of the roll the following participated in person: Trustee Eric Davis, Trustee Ade Onayemi, Trustee Thomas, Trustee Trybus;Township Supervisor, Clarmarie Keenan, and Township Attorney, John Garofalo, Township Manager E. Michel. Also present virtually, was Clerk, DaToya Burtin-Cox, Director Cheryl Potts, CMHB.

PUBLIC COMMENTS

No public comment.

APPROVAL OF CONSENT AGENDA

Trustee Onayemi moved to approve the Township Minutes from January 23, 2024 with corrections and bills for the period of 1/16/24 – 2/6/24. Trustee Davis seconded the motion. The Board approved unanimously with Trustee Trybus and Trustee Thomas abstaining from the vote.

REPORTS:

MANAGER

  • New manager settled into job
    • Set meeting with Board members, IT consultant, Finance
    • Began setting up credentials for Township banking
  •  Received invite to UCP Seguin event 
    •  Event honoring OPT, CHMB
      •  CMHB interested in sharing table with OPT
        • Table cost $1200
        • Board interested in sharing table
          • Trustees Davis, Thomas, Trybus interested in attending
  • Had meetings with OPT Directors
  • Interested in defining policies
    • Purchasing policy
    • HR policy
    • Employee Retention
  • Trustee Davis requested access to OPT policies in single place for the Board 
  • Trustee Trybus requested information on Decennial Committee
    • Update on report
      • Communication Coor., Ashley Elane, indicate that a draft is to be presented internally first and then will be made available to the Board
      • OPT received draft report from River Forest
    • Request info regarding next meeting

SUPERVISOR

  • Thank you
  • Minutes
    • Minutes should not reflect the emotion of discussions but to items discussed
    • If the Board would like changes in the Minutes they should bring requested change in meeting to be voted upon

CMHB

  • Committee met 1/30 and 2/1
  • After conducting site visits committee met and gave recommendations
    • To vote on recommendations on 2/20
  • Received 20 applications for grants requesting 1.7 to 1.9 million
    • 1 new applicant
  • Trustee Thomas indicated that transportation is an issue
    • Requested that OPT come up with a way to track requests for transportation

SENIOR SERVICES

  • Great conversation related to intergenerational issues/programs
  • Need to stimulate more conversations related to intergenerational programming

YOUTH AND FAMILY SERVICES

  • Reviewed RFPs on 2/7
  • 3 RFPs from Oak Park
  • 2 RFPs from River Forest
  • 9 RFPs were joint
  • 1 RFP was intergenerational
  • Trustee Davis expressed concern brought by resident that the Senior programs would be divested due to money being used for migrant services

I-GOV

  • Meeting set 2/9
  • Looking into seeking extra money to extend emergency order related to migrants
  • Migrants housed at Carlton and YMCA and being fed
  • Mental Health survey to go out to committee members
  • April mental Health assembly put on hold
  • Village received 1.8 million for migrant issue
  • Trustee Davis indicated that the County has established a Behavioral Health office
    • How will this office effect or work with 708 Boards

ADJOURNMENT

Trustee Thomas motioned to adjourn at 8:22 pm; Trustee Davis seconded the motion which passed unanimously.

NEXT MEETING

The next public meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically at 7:00 p.m. Tuesday, February 27, 2024, at 7 pm at the Township Office located at 105 S. Oak Park Ave, Oak Park, IL.
