December 19, 2023 Approved Minutes

MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, DECEMBER 19, 2023, CONDUCTED IN-PERSON AND ELECTRONCALLY.

CALL TO ORDER AND ROLL CALL

Clerk DaToya Burtin-Cox called the meeting to order at 7:00pm. The meeting was conducted in-person and electronically. On the call of the roll the following participated: in-person: Trustee Margaret Trybus, Trustee Tim Thomas; Interim Township Managers, Megan Traficano and Pamela Mahn, Township Supervisor, Clarmarie Keenan, Clerk, DaToya Burtin-Cox, and Township Attorney, John Garofalo. Also Present virtually was Director Cheryl Potts, CMHB; Ms. Vorhees, GovHR.

PUBLIC COMMENTS

No public comments. 

APPROVAL OF CONSENT AGENDA

Trustee Onayemi moved to approve the Township Minutes from November 21, 2023 and bills for the period of 11/15/23 – 12/12/23. Trustee Trybus seconded the motion. The entirety of the Board approved unanimously. 

BUSINESS ITEMS

  • Board Calendar
    • Trustee Thomas made a motion to accept the 2025 Board Calendar
    • Trustee Davis seconded the motion
    • The Board approved unanimously
  • Paid Leave Act 
    • Township incorporated 5 extra day onto personal time.
    • Trustee Davis made a motion to approve the Township's Personal Leave Act recommendation
    • Trustee Onayemi seconded the motion
    • The Board approved unanimously
  • Intergovernmental Agreement – Transportation IGA with Oak Park Park District
    • Township has previously had access to Park district vehicle and assists with transporting participants to park district activities
      • Park District will handle transportation to activities and allow Township to use vehicle when necessary
      • Senior Center should not be without a vehicle and Township should not have need to use Park District vehicle
      • Township pays Park District $25 per hour for use of vehicle and Park District pays Township $25 per hour for transportation
      • Township included in Addendum that the Park will have chaperone on buses and provide a rooster of individuals transported
    • Trustee Davis made a motion to approve the IGA
    • Trustee Trybus seconded to motion
    • The Board unanimously approved
  • 2024 TOI SCHOLARSHIP
    • Will share announcement with OPRF
      • Applicant must have interview with the Board and write an essay re
        Township
    • Township can provide a $500 scholarship to an applicant not chosen by TOI

Manager Report

  • Holiday party was well attended and went well
  • IAS Certification received
  • Lori is finance is working on Quick Books
  • 12/20- held meeting with Lee Howard regarding Quick Books problem

Supervisor Report

  • Thank you
  • Enjoyed the holiday party
  • Close to hiring new Township Manager

CMHB (Trustee Thomas)

  • Grant review process
    • Received 19 applications in Nov.
      • Requested approx. 1.7 million
        • Committee members are doing site visits

Youth and Family Services(Trustee Trybus)

  • RFP to be released
    • Grants will be up to $15,000
    • Site visits are occurring
    • BUILD organization in Austin wants to apply for a grant to work with parents in schools
    • Coat drop off location
      • Youth services already does this for Rutledge Hospital

Senior Services (Trustee Davis)

  • No report/no meeting

I-GOV (Trustee Onayemi)

  • Putting together statement regarding each unit of government
  • Constructing a forum on Mental Health

ADJOURNMENT

Trustee Trybus motioned to adjourn at 8:00 pm; Trustee Onayemi seconded the motion which passed unanimously.

The next public meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically at 7:00 p.m. Tuesday, January 9, 2024, at 7 pm at the Township Office located at 105 S. Oak Park, Ave, Oak Park, IL.
