November 21, 2023 Approved Minutes

MINUTES OF THE GENERAL BOARD MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, NOVEMBER 21, 2023, CONDUCTED IN-PERSON and ELECTRONICALLY.

CALL TO ORDER AND ROLL CALL

Clerk DaToya Burtin-Cox called the meeting to order at 7:07 p.m. and the meeting was conducted in-person and electronically. On the call of the roll the following participated: in-person: Trustee Margaret Trybus, Trustee Tim Thomas; Interim Township Managers, Megan Traficano and Pamela Mahn, Township Supervisor, Clarmarie Keenan and Township Attorney, John Garofalo. Also Present was Director Cheryl Potts, CMHB; April Dugal, Director, General Assistance; Assessor, Ali ElSaffar; Jim Arndt, GovHR. Clerk, DaToya Burtin-Cox participated virtually.

PUBLIC COMMENTS

Letter read into the record from CMHB regarding their participation in the interview process for the selection of the Township Manager. 

APPROVAL OF CONSENT AGENDA

Trustee Trybus moved to approve the Township Minutes from October 24, 2023 and bills for the period of 10/25/23 – 11/14/23. Trustee Onayemi seconded the motionTrustee Davis abstained from voting on the minutesThe remainder of the Board approved the consent agenda.  The entirety of the Board approved the bills unanimously. 

BUSINESS ITEMS

  • TAX LEVY 2024 
    • Assessor ElSaffar passed out a copy of the Wednesday Journal article regarding taxes levies in Oak Park 
      • 4 taxing bodies have a levy around 5% 
      • D200 levy is approx.. 4.5% 
      • Village has no levy increase but also has no cap on its levy amount
    • Salaries are the biggest cost to the TwnshpSalaries attempting to keep up with inflation.
    • Tax Ordinance
      • IMotion made by Trustee Davis to approve the ordinanceTrustee Trybus seconded the motionBoard passed the motion unanimously.
  • INSURANCE RENEWAL 
    • General increase of approx.. 13.94%
    • Workers comp increase 18.94% 
    • Increase due to additional vehicle fleet increase   
    • Additional staff 
    • Trustee Davis inquired as to whether the Twnshp shopped around for insurance 
      • Interim Manager P. Mahn indicated that Twnshp went through consortium 
    • Trustee Trybus made motion to renew the insuranceTrustee Onayemi seconded the motionThe Board approved unanimously. 

SENIOR NEWSLETTER 

  • Townshp set to save $6400 annually 
  • Printer agreed to Townshp terms
    • Larger print
    • Color
    • More personalized
    • Annual contract review
  • Trustee made motion to approve the newsletter. Supervisor Keenan seconded the motion. The Board approved unanimously

DISCUSSION ITEMS

MANAGER REPORT

  • Formation from A. Dugal
    • Change in the law allow Board to create new line item for General Assistance
      • GA can carve out funds to assist migrants
        • To talk with Village since they have a large fund to assist with migrants 
  • Paid Leave Act
    • Effects entities with staff over 50
      • Townshp already provides 40 days
      • Suggest building into personal days
        • Add 3 more days
    • Attend training regarding new law
  • OPRF listening session
    • Flyer to be published
  • D97 - Parent on Portrait of an 8th grader
  • FY25 applications to CMHB for funding
  • Vehicle funding taking a little more time
  • Emergency Senior Service
    • $5,000 grant

    • Trustee suggest having "Noteworthy" doing performance for Seniors

SUPERVISOR REPORT

  • Thank you
  • Good work being done around migrant issue

CMHB (Trustee Thomas)

  • John Parish of the OP Homeless Assoc. spoke
    • Migrants being housed in OP
  • Potts reports that there is an increase in mental illness with homeless
    • Effort being made to get grant money which will be used by partner agencies
  • RFP closed on 11/21
    • Will do visits in December or January
    • Decisions to be made in February
  • Presentation on transportation by Lori Strong
    • Discussed allocation of need (senior/disabled)

Youth and Family Services (Trustee Trybus)

  • RFP to be released
    • Grants will be up to $15,000
    • Site visits are occurring
    • BUILD organization in Austin wants to apply for a grant to work with parents in schools
    • Coat drop off location
      • Youth services already does this for Rutledge Hospital

Senior Services (Trustee Davis)

  • No report

I-GOV (Trustee Onayemi)

  • Meeting 11/17
    • Convo re: role of org.
      • Semi-annual prog
        • Spring - Mental Health
        • Fall - Running for elected office

ADJOURNMENT

Trustee Trybus motioned to adjourn at 8:30 pm; Trustee Thomas seconded the motion which passed unanimously.

The next public meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically at 7:00 p.m. Tuesday, December 19, 2023, at 7 pm at the Township Office located at 105 S. Oak Park, Ave, Oak Park, IL.
