MINUTES OF THE GENERAL BOARD MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, OCTOBER 24 2023, CONDUCTED IN-PERSON and ELECTRONICALLY.

CALL TO ORDER AND ROLL CALL

Clerk DaToya Burtin-Cox called the meeting to order at 7:27 p.m. and the meeting was conducted in-person. On the call of the roll the following participated: in-person: Trustee Margaret Trybus, Trustee Tim Thomas; Interim Township Managers, Megan Traficano and Pamela Mahn, Township Supervisor, Clarmarie Keenan, Clerk, DaToya Burtin-Cox, and Township Attorney, John Garofalo. Also Present was Director Cheryl Potts, CMHB.

Trustee Onayemi participated electronically.

Trustee Thomas motioned to approve Trustee Onayemi’s participation virtually. Trustee Trybus seconded the motion. The Board approved the motion unanimously.

Also Present was M. Trotter from Sikich; L. Howard and Defazio from Governmental Accounting, Inc.

APPROVAL OF CONSENT AGENDA

Trustee Trybus moved to approve the Township Minutes from September 26, 2023. Trustee Thomas seconded the motion. Board Trustee approved with the consent agenda.

BUSINESS ITEMS

  • FY 2023 Audit 
    • Presentation by Sikich (M. Trotter) 
      • Annual Comprehensive Report 
        • Sections1-4 – independent auditor Report 
          • Clean/unmodified opinion 
          • Highest Standard 
        • Audit completed timely 
        • Sections 5-6 – 2nd Report 
          • Done in accord w/ government audit standards 
          • No noncompliance 
          • As of 3/31/23 all township deposits collateralized through bank 
  • Auditor’s Communication to the Board 
    • Required for government audits 
    • Deficiencies 
      • Internal controls 
        • Recommended implementation no longer significant 
      • Trustee Trybus inquired as to the material weaknesses found through the audit 
        • Sikich indicated that weaknesses increase the chance for fraud due to lack of internal processes 
  • Levy Presentation 
    • Presentation by Governmental Accounting, Inc 
    • Previous year the levy was 5.44% 
      • The total levy was higher than what the Board voted on and above5% because the State Public Act 102-0519 which took refunds and placed the money back in the money received through the levy 
        • Increase was done by the County and not the Board 
    • Three Levy Options available for the Boards consideration  
      • All three options below the requirement for publication
    • Option A 
      • Flat 
      • $5,876,374 collected through the levy 
    • Option B 
      • 2.50% 
      • $8,023,283 collected through the levy 
    • Option C 
      • 3.85% 
      • $6,102,614 collected through the levy. $58,000 more than Option B. 
    • Recommended that the Township take option c 
      • Allows the township to stay within the fund balance 
      • Within the rate of inflation 
    • Board discussed it options 
  • Trustee Trybus made a motion to accept the recommendation of Option C. Supervisor Keenan seconded the motion.  The Board voted unanimously to approve a levy of 3.85% 

Vehicle Acquisition – Power of Attorney 

  • Power of Attorney signed by Supervisor Keenan 
  • Trustee Trybus inquired as to the total number of vehicles 
    • Director/Interim Manager Mahn indicated there were 5 

DISCUSSION ITEMS

  • Update on Finance Contractor
    • Interim managers had a meeting with contractor and some clarity has occurred

MANAGER REPORT

  • Construction inspections passed
    • Final invoices received
  • Meeting held re:  migrant issue

SUPERVISOR REPORT

  • Thank you
  • Considering holding a panel fire Manager hire
    • Interim Manager and GovHR discussed holding panel as 3rd interview

CMHB (Trustee Thomas)

  • Presentation on transportation by Lori Strong
    • Discussed allocation of need (senior/disable)

Youth and Family Services (Trustee Trybus)

  • No meeting

Senior Services (Trustee Davis)

  • Committee shared volunteer work
    • Diverse group
  • Medicare open enrollment now occurring

I-GOV (Trustee Onayemi)

  • No information to share

ADJOURNMENT

Trustee Trybus motioned to adjourn at 9:01 pm; Trustee Thomas seconded the motion which passed unanimously.

NEXT MEETING

The next public meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically at 7:00 p.m. Tuesday, November 21, 2023, at 7 pm at the Township Office located at 105 S. Oak Park, Ave, Oak Park, IL.
