MINUTES OF THE GENERAL BOARD MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, MAY 9 2023, CONDUCTED IN-PERSON and ELECTRONICALLY.

CALL TO ORDER AND ROLL CALL

Clerk DaToya Burtin-Cox called the meeting to order at 7:11 p.m. and the meeting was conducted in-person and electronically. On the call of the roll the following participated: Supervisor Clarmarie Keenan; Trustees Margaret Trybus, Ade Onayemi, Tim Thomas, Eric Davis; Clerk, DaToya Burtin-Cox; Township Manager, Gavin Morgan, and Township Attorney, John Garofalo. Also in attendance electronically: Cheryl Potts, Director, CMHB, and Ashley Elane, Communications Coordinator.

PUBLIC COMMENTS

None available.

APPROVAL OF CONSENT AGENDA

Trustee E. Davis moved to approve the Township Minutes from April 25, 2023, Board Meeting and bills for the period of April 22, 2023, through May 9, 2023. Trustee M. Trybus seconded the motion to accept the Consent Agenda which passed unanimously.

BUSINESS ITEMS

Proclamation

Public Service Recognition Week

o Week of 5/7 through 5/14

o OPT will celebrate annually

o An event in the fall to honor staff, surveying staff about recognition

Trustee M. Trybus made a motion to accept the proclamation

Trustee A. Onayemi seconded the motion which passed unanimously

Board indicated that the proclamation should be posted on social media and article in the Wednesday Journal

Consideration and Approval of Decennial Committee Members

OPT has received another interested candidate

Hold off consideration/dialogue until all applications received and reviewed.

o Board has until June 10th before decision must be made

o Supervisor Keenan expressed concern that the candidates who have applied are focused on only one component of the Township (Youth and Family Services). The singular focus could minimize the other services.

o Indicated that OPT is about “Community Care”

o Trustee M. Trybus indicated that the Decennial Committee agenda does not have to lean in one direction and can guide the conversation

DISCUSSION ITEMS

Strategic Planning

Conversation surrounding, timing, methodology, etc.

Use vision statement/mission statement/goals to breakdown strategy

Trustee M. Trybus inquired whether the Directors will be part of the Strategic Planning Committee

Manager Morgan indicated that they would participate and possibly community members

Trustee M. Trybus inquired whether there would be a new survey conducted or would the Township use the CMHB survey

Manager Morgan indicated that a new survey would be conducted that focuses on OPT services

Trustee M. Trybus inquired about the timing of the planning taking into consideration the Decennial Committee Work and the 2024 election - Trustee A. Onayemi indicated that the Strategic Planning should build on the work that has already been done

The New Board elected in 2025 should build on the work of the past Board

Trustee M. Trybus inquired as to whether the goals of the Departments have been identified

General Government Budget

No final proposal at this time

Budget has not changed in a major way

o Part of the $20,000 Program Development line may be used for strategic planning

Preliminary review of the budget to occur at the next Board meeting

Final review of the budget to occur in June

MANAGER REPORT

5/8 – sent notice to staff re: updated COVID rules from the Oak Park Dept. of Public Health

Staff identified as having COVID 5/9 so OPT staff will wear masks another 10 days

At next Board meeting Board members to be assigned to Committees as liaison

SUPERVISOR KEENAN

COVID is still a concern and OPT should still be cautious

o New COVID vaccine to be available in the Fall - Youth and Family Services Committee and Board to interview a candidate

Need to work on getting committee member for Senior Services

Trustee E. Davis inquired whether the strategic plan will indicate the Senior Services is Senior and Disability Services

o Manager Morgan indicated that the Department name has not officially changed. Part of planning is whether Disability Services should be a separate department.

CMHB (Trustee Trybus)

Committee meeting next Tuesday

Alternative Call Response Recommendation to be available to the public in future/June 2023

Trustee E. Davis indicated that the public is excited about the partnership between CMHB and CRC

5/21 – CRC ribbon cutting

CMHB furniture in CRC

CMHB was to move to CRC 5/8 but move will occur next Monday - 5/19

private reception at CRC

CMHB funding partner, DePaul will provide clinical services onsite over the summer

5/24 CMHB 50th anniversary at Cheney Mansion from 5-7 pm

Trustee M. Trybus indicated that there were articles in Wednesday Journal about the Anniversary, the Task force, and an ad for committee members

Youth and Family Services Committee (Trustee Onayemi)

o Word is getting out Senior Services (Trustee Davis)

5/11 – 5/18 Celebrate Seniors Week

o Events have been planned, check website

Different government bodies present

Trustee Trybus indicated the meeting was good and informational. Raised consciousness around social media

ADJOURNMENT

Trustee A. Onayemi moved to adjourn at 8:17 pm; Trustee M. Trybus seconded the motion which passed unanimously.

NEXT MEETING

The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically among Board members at 7:00 p.m. Tuesday, May 23, 2023 at 7 pm at 7 pm at the Township Senior Center locate at 130 S. Oak Park, Ave, Oak Park, IL.
