MINUTES OF THE GENERAL BOARD MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, MAY 23 2023, CONDUCTED IN-PERSON and ELECTRONICALLY.
CALL TO ORDER AND ROLL CALL
Clerk DaToya Burtin-Cox called the meeting to order at 7:09 p.m. and the meeting was conducted in person and electronically. The following participated in-person: Township Manager, Gavin Morgan; Supervisor, Clarmarie Keenan; Trustee Tim Thomas; Trustee Eric Davis; Cheryl Potts, Director of CMHB; Megan Traficano, Director of Youth and Family Services; John Garofalo, Attorney, and Jacob Matson, Community Justice Manager.
Clerk, DaToya Burtin-Cox; Trustee Margaret Trybus; and Communication Coordinator participated electronically.
PUBLIC COMMENTS
None.
APPROVAL OF CONSENT AGENDA
Trustee Davis moved to approve the Consent Agenda. Trustee Thomas seconded the motion. The remaining Board members voted to pass the motion unanimously.
BUSINESS ITEMS
- CMHB 50th Anniversary Proclamation
- Trustee Trybus motioned to accept the Proclamation
- Supervisor Keenan Seconded the motion
- The Board voted unanimously to approve the motion
- FY2024 Budget
- This is the preliminary Budget
- Once approved by the Board it will be posted and 30 days later a vote will be taken where public comments are considered
- Page 4 of the budget has a change from the FY2023 budget (Compound Fund)
- The amount indicated in the budget is down from 2023
- Total budget is up 5.5% which matches the levy
- Trustee Davis inquired about the decrease in the Youth and Family Services budget
- Director Traficano indicated that the was some movement of money in the Community Justice Program
- Trustee Trybus indicated that a page from the budget in the Board packet was missing
- Manager Morgan will forward to the Board
- Motion made by trustee Davis to accept the budget
- Motion was seconded by Supervisor Keenan
- Board voted unanimously to approve
- Decennial Committee
- Manager Morgan received 4 completed applications; committee needs a minimum of 2 resident participants
- Supervisor voiced concern that 2 applicants were focused on youth programing
- Recommended that the Board Accept George Bailey and Sandra Sokol for the committee
- Trustee Trybus indicated that all the applicants had interesting perspectives
- Supports the recommendation
- Trustee Thomas indicated that he liked all the applicants and accepts the recommendation
- Manager Morgan envisions having 3 meeting to discuss Policy, financials, and the future
- Manager Morgan will send email to ascertain dates and will send out a calendar
- Public can attend meetings and will be surveyed following attendance
- Motion to accept the recommended resident committee members by Trustee Trybus
- Supervisor Keenan seconded the motion
- Board voted unanimously

DISCUSSION ITEMS
- Strategic Plan
- Schedule meeting with the Public for 7/15
- There will be a facilitator
- Supervisor Keenan recommend not getting outside facilitator
- Trustee Thomas inquired where facilitator would come from
- Manager Morgan indicate that they previously used a contractor
- Trustee Davis requested an agenda
- Trustee Trybus suggested setting rules for forum
- There will be a facilitator
- Schedule meeting with the Public for 7/15
MANAGER REPORT
- Introduced Jacob Matson as Community Justice Manager
- Matson provided an overview of the work that he has done and what he hopes to accomplish
- CRC
- Director Potts indicated that CRC has a “Walk and Talk” program geared toward seniors. CMHB interested in doing something similar with youth surrounding mental health.
- A social worker will be on site
- Fake auditor
- Individual contacting government bodies making oral FOIA request
- Provided staff instructions on how to handle
- OPT received the Community Partnership Award
- Senior lunch program is fully open

- Discussed CRC at last meeting
Senior Services (Pam Mahn)
- Celebrate Seniors is going well. Check web for events.
Youth and Family Services
- Director Traficano reiterated the school supply drive
- They have received 4 applications for the committee
- Day in Our Village
- Communication Coordinator indicate the OPT has 2 tables shared by Prevention Services, CBMHB and OPT
ADJOURNMENT
Trustee Thomas moved to adjourn at 9:00 pm; Trustee Davis seconded the motion which passed unanimously.
NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be The Annual Township Meeting followed by a Regular Board of Trustees Meeting conducted in-person and/or electronically among Board members on Tuesday, June 27, 2023, at 7:00 pm at the Township Senior Center locate at 130 S. Oak Park, Ave, Oak Park, IL.
