MINUTES OF THE PUBLIC HEARING – FY 2023 BUDGET OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, JUNE 28, 2022, CONDUCTED ELECTRONICALLY.
CALL TO ORDER AND ROLL CALL
Clerk DaToya Burtin-Cox called the meeting to order at 7:01 p.m. and the meeting was conducted electronically. On the call of the roll the following participated: Trustees Margaret Trybus, Ade Onayemi, Tim Thomas, Eric Davis; Clerk, DaToya Burtin-Cox; Township Manager, Gavin Morgan, and Township Attorney, John Garofalo. Also in attendance: Cheryl Potts, Executive Director of CMHB, Pamela Mann, Director of Senior Services, and Lee Howard, GO Accounting.

CALL TO ORDER AND ROLL CALL
Clerk DaToya Burtin-Cox called the meeting to order at 7:04 p.m. and the meeting was conducted electronically. On the call of the roll the following participated: Trustees Margaret Trybus, Ade Onayemi, Tim Thomas, Eric Davis; Clerk, DaToya Burtin-Cox; Township Manager, Gavin Morgan, and Township Attorney, John Garofalo. Also in attendance: Cheryl Potts, Executive Director of CMHB, Pamela Mann, Director of Senior Services, and Lee Howard, GO Accounting.

APPROVAL OF CONSENT AGENDA
Trustee M Trybus moved to approve the Township Minutes from May 24, 2022, Board Meeting and Bills for the period of May 14 through May 27, 2022. Motion was seconded by Trustee E Davis.
The Motion was approved unanimously.
BUSINESS ITEMS
FY23 Budget Ordinance – 2002-03
Lee Howard presentation on OPT Budget-
- 2022 Budget overview
- Set the perspective for the 2023 budget
- 101% = the Budget revenue [Board clarification: actual revenue exceeded by 1% of the expected revenue
- 3 times – replacement taxes
- 2022 ended within budget
- Deficits
- General Assistance drawdown
- CMHB – drawdown to cover long term lease and lower excesses in the budget
- Township Funds
- 86% expended
- $506,000 surplus
- Ended with 3 million dollar balance
- Allow operation for FY23
- FY 23 Budget
- Changed format
- Township budget capital outlays pulled from other funds
- Shift in capital spending from CMHB to Township fund
- Township budget with slight surplus
- Township has scheduled capital projects
- Surplus will go down [47% of the operating expended
- Trustee Eric Davis asked how this compared to the Township provision to maintain 4-6 months in the operating budget
- Lee Howard indicated that the re will 2.6 Million in the operating budget which accounts for just below 6 months.
- General Assistance
- Rebounded with a good year
- Higher balance then generally would like due to the reduce levy voted by the Board.
- 2021 Levy – brought down to 25% of the annual operating budget
- CMHB Fund
- Breaking even with slight operation deficit
- Budget is good [Bboard clarification: budget supports the Boards goals for the Township and is balanced
- Township is maintaining reasonable balance
- Township maintenance, which had been postponed, is being taken of’ through budget
- Townships is experiencing an increase in revenue from Intergovernmental Agreements
- 5% increase in capital expenses is covered through change in fund balances
- Routing software is viewed as a capital expense

Trustee E Davis motioned to accept the ordinance. Trustee M Trybus seconded the motion. The motion passed unanimously.
DISCUSSION ITEMS
Oak Park Reparations Task Force [ issue brought up by Trustee Eric Davis]
- Oak Park Township will follow the Village of Oak Park recommendations
Trustee Eric Davis inquired as to OPT opinion regarding the possible tax ramifications in Oak Park since OPT is a taxing body.
- Supervisor Keenan reinforced that the Township will follow the recommendation of the Village.
- Trustee Margaret Trybus inquire into the methodology of the survey to be issued by the Task Force
- Trustee Davis indicated that this information can be identified through Christian, a member of the Task Force.
- Township manager, Morgan, will make contact on behalf of OPT
- Trustee Thomas indicated that the topic was an interesting conversation for Oak Park
- Recommends following the Village
- Clerk, Burtin-Cox, indicated that OPT is without information for apposition and recommend seeing the survey results before discussing.
- Trustee Davis indicated that this information can be identified through Christian, a member of the Task Force.
MANAGER REPORT
- Professional Headshots for the Staff, Board and Committee Volunteers
- OPT will send out information about choosing a date and time
- Trustee Davis offered recommendation for photographer
- Todd Banner [Oak Park resident]
- Cheryl Potts [CMHB] has been working with OPT Manager of the headshot project
- Recommend a local photographer
- Possible pricing is $30-$50 per shot
- Will investigate Trustee Davis recommendation
- Dedication of Tree for past OPT Clerk, Greg White
- Plaque has been placed on tree in Scoville Park near monument
- Will work with family to coordinate date.
- Lighting project
- Completed in both buildings, 105 and 130 S Oak Park Ave
- Motion switch not added as it was not deemed practical for buildings
- COVID
- In the community the transmission is Medium to High
- Transmission for Cook County is High
- Senior Service is waiting for levels to go to low consistently before considering re-opening
- Branding
- There is uniformity
- Branding in the Answer Book add with CMHB
- Branding discussed in Wednesday Journal
- New Business cards for Board
- OPT in July 4th Parade
Supervisor Keenan
- Thank you to Manager, Board and Staff
- COVID
- should OPT check status of staff with full booster
- Manager indicated that staff was required to get first two doses and large majority received booster
- Would like committed fully staffed by September 2022 and chart identifying expiration of terms
CMHB (Trustee Trybus)
- Look at funding guidelines
- Looking into employment opportunity for intellectually limited individuals
- Living Room Drop-in locations [provide counseling service to people with need with intent to reduce people from going to hospitals or jail]
-Adult location in La Grange and Broadview
-Youth location coming to Brookfield in the Fall
Senior Services (Trustee Thomas)
- Trustee Thomas discussed Juneteenth
- Spoke with constituent about Adjudication Project and Scholarship Grant denial due to income
- Director Mahn
- 72 cases in 2022 thus far
- This is an increase for staff
- Not awarded AARP grant
- Art counsel considering how to donate supplies for mural
- Applying for grant through CMHB
- Chore program needs more workers
- Trustee inquired how people can volunteer
- Director Mahn indicated that the program is run Age Options who select vendor but that she can collect information on how to participate
- Trustee inquired how people can volunteer
- 72 cases in 2022 thus far
I-GOV
- Will be hosting a sustainability forum in the fall

- Trustee A Onayemi moved to adjourn at 8:18 pm; Trustee M Trybus seconded the motion which passed unanimously.

The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically among Board members at 7:00 p.m. Tuesday, July 26, 2022 at 7 pm at the Township Office locate at 105 S. Oak Park, Ave, Oak Park, IL.
