MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, MAY 10, 2022, CONDUCTED ELECTRONICALLY.
CALL TO ORDER AND ROLL CALL
Clerk DaToya Burtin-Cox called the meeting to order at 7:05 p.m. and the meeting was conducted electronically. On the call of the roll the following participated: Trustees Margaret Trybus, Ade Onayemi, Tim Thomas, Eric Davis; Clerk, DaToya Burtin-Cox; Township Manager, Gavin Morgan, and Township Attorney, John Garofalo. Also in attendance: Cheryl Potts, Executive Director of CMHB.

APPROVAL OF CONSENT AGENDA
Trustee M Trybus moved to approve the Township Minutes from April 26, 2022, Board Meeting with correction of IMFR to IMRF. Motion was seconded by Trustee Ade
Onayemi. Trustees asked to postpone a vote on the Consent Agenda until a corrected copy of the Bills are provided to them.
After Bills for the period of April 16, 2022, through April 29. 2022, were provided, the Trustees had the following questions:
- Trustee E Davis inquired about PACTT
- Executive Director Potts explained that this line item refers to an organization that services autistic individuals and They were provided a grant.
Following this discussion, the Motion was revisited, and the Trustees voted unanimously to accept the Consent Agenda with changes to the Minutes.
BUSINESS ITEMS
Prevention services Intergovernmental Agreement
- Manager Morgan indicated that the River Forest Township agreed to budget for a financial commitment up to $10,000. OPT will provide quarterly invoices to RF based on actual expenses.
- Trustee M Trybus made a motion to accept the Prevention Service IGA. Trustee T Thomas seconded the motion. The Trustees unanimously passed the motion.
Mental Health Month Resolution [2022-03]
- Director Potts indicated that Mental Health Month is important because
- There is an increased rate of mental health issues due to COVID
- OPT community values mental health
- 50th Anniversary of CMHB is in May of 2023
Trustee E Davis motioned to accept the resolution. Trustee M Trybus seconded the motion. The motion passed unanimously.
DISCUSSION ITEMS
Community Mental Health Board Budget
- Maintains Administrative costs at 20% of operation budget
- CMHB fund balance will be 2.5 – 3 months of budgeted expenditures
- CMHB contributed 1 million dollars to the PDOP Community Recreation Center
- Final payment will be in June 2022
- FY2024 will have a neutral operations budget
- There will be rent savings due to the CMHB moving into the Community Recreation Center
- Page 5 of budget should show the Capital outlay amount as $806,553
- $600,000 payment to REC Center was made in April 2021 and was part of the FY 2022 budget
- Another $200,000 was paid in FY2022
- FY 2022
- $100,603 under spent for actual expenses due to COVID
- CMHB allowed for reallocation
- Expenses related to grants is the bulk of the CMHB expenditures
- CMHB will see increased costs related to office supplies and professional development due to return to office
Capital Budget
- Manager is getting final number for the following projects:
- Roofs
- Bus
- Software
- Windows
- Tuckpointing
- Office Space
- Manager will have solid numbers by 5/24 mtg
- OPT will publish the numbers for public review
- Board to approve by 6/28
Branding Update
- Day in Our Village
- 6/5/22
- Branding items will be available
- Setting up volunteer sheet
- To be issued by Kim Henry
- Looking for volunteers to do 2 hour shifts
- Trustee E Davis indicates that he will close
- Trustee A Onayemi indicates that he has a prior engagement

- Received accolades from transportation passenger
- Inquiry into where community service is being performed
- Manager O’Connor indicated that participates participate with Holiday baskets and Prevention Services assists with employment and resume building

- Gave report of IGA to D97 Board

- Committee will have 2 vacancies
- Committee would like to have meeting in-person by the fall
- Interested in having youth participation from D97, D90 and D200 by the fall

Senior Services (Trustee Thomas)
- Changed program for Celebration of Senior Week due to rise in COVID numbers
General Assistance
- Currently processing 55 cases
- Cases have been steady [at plateau]
- Numbers are high than 2021
I-GOV
- Next meeting 5/21 at Brooks Middle School
- Topic – “Did You Know Oak Park: Government 101”
- Township Manager, Dir. Potts (CMHB) and Trustee E. Davis will participate in presentation
ADJOURNMENT
- Trustee M Trybus moved to adjourn at 8:31 pm; Trustee A Onayemi seconded the motion which passed unanimously.
NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically among Board members at 7:00 p.m. Tuesday, May 24, 2022 at 7 pm at the Township Office locate at 105 S. Oak Park, Ave, Oak Park, IL.
