MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, April 12, 2022, CONDUCTED IN-PERSON AND ELECTRONICALLY. 

CALL TO ORDER AND ROLL CALL

Clerk DaToya Burtin-Cox called the meeting to order at 7:34 p.m. and the meeting was conducted in person and electronically. On the call of the roll the following participated: Supervisor Clarmarie Keenan; Trustees Margaret Trybus, Ade Onayemi, Tim Thomas, Eric Davis; Clerk, DaToya Burtin-Cox; Township Manager, Gavin Morgan, and Township Attorney, John Garofalo.

PUBLIC COMMENTS

None available

APPROVAL OF CONSENT AGENDA

Trustee M Trybus moved to approve the Township Minutes from March 22, 2022 Board Meeting. Trustee T Thomas seconded the motion which passed unanimously.

BUSINESS ITEMS

Proclamation

-Older American Month/Celebrating Seniors

-         Trustee M Trybus moved to approve the proclamation; Trustee A Onayemi seconded the motion; the motion was approved unanimously.

Youth Engagement Program – Intergovernmental Agreement

  • Trustee M Trybus indicate that it is unfortunate that the Villages of Oak Park and River Forest are not part of agreement.
  • Trustee E Davis inquired about a calendar for the dates when Youth Engagement will speak with Gov. Bodies
    • Manager Morgan informed that a calendar was sent out April 6, 2022
  • Trustee A Onayemi indicated that he would like to attend meeting with D97
  • Supervisor C Keenan indicated that Youth Engagement has been doing proactive and re-active programing.
  • Trustee T Thomas moved to accept the agreement; Trustee A Onayemi seconded the motion which was approved unanimously.

 

DISCUSSION ITEMS

Prevention Services Name Change

  • Discuss option for program name change
    • Township Community Justice Partnership
  • Trustee M Trybus suggest “Oak Park Township Community Youth Justice Partnership Program or Initiative”
  • Supervisor Keenan suggest “Oak Park Township partnership for Youth Justice Program”
  • Trustee T Thomas request that whatever the name is that it does not carry a negative connotation
  • Trustee M Trybus inquired as to who where partners within the program

Branding Update

  • Manager Morgan displayed the color palate assigned to the divisions
    • OPT Township to be Midnight Blue
    • Bus will be wrapped with new logo and colors
    • Letterhead paper has been ordered
    • Launch – “Day in the Village”, June 6th
      • Plague for Tree dedication for Gregory White
        • Park District has been contacted and it will be done prior to “Day in the Village”

MANAGER REPORT

  • Levy Abatement
    • After the Board passed the abatement, the State Adjusted the abatement amount.
    • Amount the Township will receive is less that what was originally expected and abated
  • Township is watching the economic effects in the area
    • There has been an increase in GA clients both individuals and families
  • GA (Dugal) meet with Village and Apartments regarding evictions of residents
    • 6 clients will not be evicted
  • Youth Engagement Intergovernmental. Agreement will be sent to the other taxing bodies for signing.
  • OPT will be looking into doing an Intergovernmental Agreement for Prevention Services

SUPERVISOR KEENAN

  • Thank You
    • Generally
    • Work on Annual Meeting
  • Branding
    • Working with Kim
    • Trying to be coast conscious and resource effective
  • Ask OPT to continue to be Mindful of masking/COVID safety
  • Trustee E Davis inquire as to whether OPT can highlight employees
  • Trustee M Trybus suggest allowing employees chose who should be highlighted

CMHB (Trustee Trybus)

-         Article by Potts in the Wednesday Journal discussed developing services in other areas and opportunities for fee for services

-         Looking into the SMARTLOVE Program

-         How to develop niche in OPT

-         DePaul Program received the most funding

-         has program within D200

Youth Services Committee (Trustee Onayemi)

  • Passed recommendations for contracts
  • Looking into the needs of the youth in the community
    • Needs to be identified through needs assessment
      • Info will be used to tailor programming
      • Areas of concern – Middle school boys
      • Looking into partnerships for afterschool programs
    • Would like to recognize/spotlight volunteers/committee members
    • Interested in looking into volunteer opportunities between you and seniors

Senior Services (Trustee Thomas)

  • African Violet Program with the park District
  • Would like to roll program out to seniors
    • Create clubs regarding growing plant
      • Used to build community
    • Looking into working with the Conservatory
    • Look for plant donations

Liaisons would like to highlight volunteers at “Day in the Village” through a visual display

ADJOURNMENT

  • Trustee T Thomas moved to adjourn at 8:31 pm; Trustee A Onayemi seconded the motion which passed unanimously.

The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting conducted in-person and/or electronically among Board members at 7:00 p.m. Tuesday, April 26, 2022 at 7 pm at the Township Office locate at 105 S. Oak Park, Ave, Oak Park, IL.
