MINUTES OF THE PUBLIC HEARING ON ALL TENTATIVE BUDGETS FOR FISCAL YEAR 2022 AND REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES CONDUCTED ELECTRONICALLY TUESDAY, JUNE 22, 2021
CALL TO ORDER
Supervisor Keenan called the Public Hearing to order at 7:01 p.m. Resident Valerie Lester commented for the record. Her written testimony is attached. Following these comments, the Public Hearing was closed.
CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the Regular Board Meeting to order at 7:08 p.m. On the call of the roll the following participated in the meeting: Trustees Margaret Trybus, Ade Onayemi, Tim Thomas, and Eric Davis and Supervisor Clarmarie Keenan. Township Manager Gavin Morgan, Attorney John Garofalo, Youth Services Director Megan Traficano, General Assistance Administrator April Dugal, and Communications Specialist Wendy Senger, and Finance Director Lee Howard were also present.
APPROVAL OF BILLS
Trustee Davis moved to approve the Township Bills for the period May 15, 2021, through June 18, 2021. Trustee Thomas seconded the motion which passed unanimously.
APPROVAL OF FY2022 BUDGET ORDINANCE
Finance Director Howard led the Board through a final review of the Township Budgets for FY2022 as tentatively approved at the May 11, 2021, Board Meeting. Trustee Onayemi moved to approve ORDINANCE NO. 2021-01, A BUDGET AND APPROPRIATION ORDINANCE ADOPTING THE BUDGETS AND CERTIFICATES OF ESTIMATED REVENUES FOR OAK PARK TOWNSHIP, ILLINOIS FOR THE FISCAL YEAR ENDING MARCH 31, 2022, in the following amounts:
Town Fund: $5,537,838
General Assistance Fund $436,906
Community Mental Health Fund $2,502,706
Trustee Trybus seconded the motion which passed unanimously on a roll call vote. A copy of the Budget Ordinance is attached to and made a part of these minutes and is also available for inspection on the Township webpage. Trustee Trybus moved that Trustee Onayemi sign the Budget Ordinance in the absence of Supervisor Keenan.
Trustee Davis seconded the motion which passed unanimously.
FOLLOW-UP ON BOARD ORIENTATION
Congratulations to Becky Willard on her retirement. The township appreciates her 24 years of service. We honored her with a special Resolution. She will be missed dearly.
We are looking for additional volunteers for Senior Services, Youth and the FACT committees. Would like to have a more focused and structured interview process in place for the interviewing process to be more productive. Interviews should include Clarmarie, another Trustee as well as a current Committee member.
Eric and Megan discussed the uptick in cases with Youth throughout the pandemic. There is an increase in trauma cases for various reasons such as social anxiety, loss of family members, isolation and uncertainties in every situation.
Also discussed was the hope of having Police Dept more involved on a social service level rather than crisis level. Clarmarie suggested taking time as a new manager come in for the Village of Oak Park.
IDOA is discussing when everyone should be back in the field with face-to-face interactions. Also, Senior Services is in discussions with Age Options about when Nutrition will open back up for congregate meals in person. Focusing on Farmers Market coupons distribution first.
Hoping to have in-person/hybrid meetings beginning with the July 27th meeting. Gavin looking into technology to make this happen as efficiently as possible.
IGOV is getting better organized and hoping to be on track by October.
Twenty-six applicants applied for the CMHB position.
July 4th parade will not take place this year due to pandemic.
Clarmarie thanked April for her work in General Assistance. She also thanked everyone for their participation at the June 13th annual Board meeting as well as for everyone’s hard work throughout the pandemic.
The next meeting of Oak Park Township will be the regular Board of Trustees Meeting, at 7:00 p.m. Tuesday, July 27, 2020, at Township Hall, 105 S. Oak Park Ave., Oak Park, IL.
Trustee, Davis moved to adjourn at 8:38 p.m. Trustee Thomas seconded the motion which passed unanimously.
