MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD ELECTRONICALLY TUESDAY, MARCH 9, 2021

CALL TO ORDER AND ROLL CALL

Supervisor Keenan called the meeting to order at 7:03 p.m. On the call of the roll the following participated: Supervisor Clarmarie Keenan, Trustees Ade Onayemi, Eric Davis, Margaret Trybus, Michele Mbekeani and Clerk Gregory White. Township Manager Gavin Morgan and Attorney John Garofalo were also present.

APPROVAL OF CONSENT AGENDA

Trustee Trybus moved to approve the Consent Agenda, including the Minutes of the February 23, 2021 Regular Board of Trustees Meeting. Trustee Davis seconded the motion which passed unanimously.

APPROVAL OF ANNUAL TOWN MEETING AGENDA

Clerk White submitted copies of the proposed Agenda for the 2021 Annual Town Meeting on April 13, 2021. The meeting will be conducted electronically, and one request was submitted for an advisory referendum question for placement on the March, 2022 Primary Election. Trustee Trybus moved to approve the Agenda for the 2021 Annual Town Meeting on April 13, 2021. Trustee Onayemi seconded the motion which passed unanimously.

APPROVAL OF FY22 TOWN BOARD MEETING CALENDAR

Manager Morgan shared copies of the proposed Town Board Meeting Calendar, including dates and important topics to be addressed at particular meetings.

Trustee Onayemi moved to approve the FY22 TOWN BOARD MEETING CALENDAR, a copy of which is attached to and made a part of these minutes. Trustee Trybus seconded the motion which passed unanimously.

DISCUSSION RE: FY2022 BUDGET PROJECTIONS

Manager Morgan reported on plans for salary increases for FY22 in light of recent issues and continuing effects of the COVID pandemic on work demands and provision of services. A cost-of-living increase of 1.4% will take effect the first pay period in April 2021. With a performance management process implemented based on the culture and climate project, a merit increase will be applied in October of 2021.

TOWNSHIP MANAGER’S REPORT

Manager Morgan reported on highlights of the most recent weekly report. Work continues on updating the Township’s branding/logo project as part of communications. He thanked the Village of Oak Park for providing COVID vaccines to Township employees, and reported that a pharmacist/vaccine scientist will be conducting a virtual information session on vaccines to all interested employees. Inquiries continue into the availability dates for vaccinations to more Oak Park citizens.

SUPERVISOR’S REPORT

Supervisor Keenan thanked all staff for their continued efforts in providing services to citizens during the pandemic period. She also reminded Board members to avoid involving Township staff in political actions for the upcoming April 6 General Election.

 

CLERK’S REPORT

Clerk White reported that the Township is collaborating with the Cook County Clerk to provide a site for an additional polling place for the April 6 General Election. The Township Board Room will continue to be used as a polling place, and the Senior Services Conference Area across the street will be utilized as another precinct polling place for this particular election. Information will be sent to all voters on polling place information in advance of the election.

NEXT MEETING

The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting, conducted electronically, at 7:00 p.m. Tuesday, March 23, 2021.

Trustee Trybus moved to adjourn at 7:43 p.m. Trustee Davis seconded the motion which passed unanimously.
