MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES CONDUCTED ELECTRONICALLY ON TUESDAY, NOVEMBER 17, 2020.
CALL TO ORDER AND ROLL CALL
Clerk White called the meeting to order at 7:08 p.m. On the call of the roll the following participated: Supervisor Clarmarie Keenan, Trustees Margaret Trybus, Ade Onayemi, Michelle Mbekeani, Eric Davis, and Clerk Gregory White. Township Manager Gavin Morgan and Attorney John Garofalo also participated.
APPROVAL OF CONSENT AGENDA
Trustee Davis moved to approve the Consent Agenda, including the Minutes of the October 27, 2020 Regular Board of Trustees Meeting, and Township bills for the period October 17, 2020 through November 6, 2020. Trustee Mbekeani seconded the motion which passed unanimously.
APPROVAL OF 2020 TENTATIVE PROPERTY TAX LEVY
Manager Morgan shared a memorandum with the Board recommending that the Township pass a levy reflecting a 2.78% increase over the 2019 Property Tax Extension, as previously directed by the Board. A memo from CMHB Executive Director Lisa DiVivo was shared with Board members, in which she objected to a lack of increase in the CMHB Fund and requested that the CMHB receive the full increase allowed under Board guidelines.
After discussion, Trustee Davis moved to approve the 2020 Tentative Tax Levy, in the following amounts, to be taken to Public Hearing on December 8, 2020:
Town Fund $3,663,861
General Assistance Fund $139,141
Community Mental Health Fund $1,564,530
TOTAL LEVY $5,367,532
Supervisor Keenan seconded the motion. On the call of the roll, the vote was as follows: ayes: Supervisor Keenan, Trustees Trybus, Davis, Onayemi, and Mbekeani; nays: none. A copy of the Tentative Levy is available for inspection in the Clerk’s Office.
APPROVAL OF RESOLUTION SETTING ELECTED OFFICIALS SALARIES FOR 2021-25 TERM
Board members discussed compensation for elected Township Officials for the next term as required by Illinois Statute, and recommended maintaining the current salary ranges while allowing for annual CPI increases annually.
Supervisor Keenan then moved to approve RESOLUTION 2020-04 SETTING COMPENSATION OF TOWNSHIP OFFICIALS FOR THE FOUR-YEAR TERM BEGINNING MAY 17, 2021, OAK PARK TOWNSHIP, COOK COUNTY, ILLINOIS, a copy of which is attached to and made a part of these minutes. Trustee Trybus seconded the motion which passed unanimously.
APPROVAL OF INSURANCE RENEWAL
Manager Morgan recommended renewal of the Township’s insurance policies with ICRMT, based on positive experience in the last year regarding costs and claims.
Trustee Davis moved to approve the agreement for general liability, workers’ compensation and cyber security insurance through ICRMT. Trustee Trybus seconded the motion which passed unanimously.
TOWNSHIP MANAGER’S REPORT
Manager Morgan reported on the Township’s response to the recent increases in the number of COVID cases, including having most staff working at home and increased efforts by the cleaning crew. The Township has applied to Cook County for reimbursement to cover the installation of glass barriers, PPE and extra cleaning/disinfecting. The Township will apply for funding from FEMA as well.
TOWNSHIP SUPERVISOR’S REPORT
Supervisor Keenan congratulated Senior Services Director Pamela Mahn for being the recipient of the Township Senior Services Director of the Year by the Township Officials of Illinois, and also congratulated the entire Township staff for their efforts and services in a very difficult year.
CLERK’S REPORT
Clerk White reported that petition filing for Township Offices began on November 16, and will continue in the coming weeks. Notices on filing have been published and posted on the Township website.
NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a Public Hearing on the Tentative Township Tax Levy Ordinance for 2020, immediately followed by a Regular Board of Trustees Meeting, at 7:00 p.m. Tuesday, December 8, 2020, conducted electronically.

Trustee Trybus moved to adjourn at 8:31 p.m. Trustee Onayemi seconded the motion which passed unanimously.
