MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, MAY 26, 2020, ELECTRONICALLY CONDUCTED

 

CALL TO ORDER AND ROLL CALL

Manager Morgan called the meeting to order at 7:03 p.m. Due to the Executive Order of the Governor, the meeting was conducted virtually via GoToMeeting. On the call of the roll the following participated: Trustees Margaret Trybus, Ade Onayemi, and Michelle Mbekeani. Township Manager Gavin Morgan, Attorney John Garofalo, Senior Services Director Pamela Mahn, Youth Services Director Megan Traficano and Prevention Services Manager Kelly O'Connor also participated in the meeting.

 

APPROVAL OF CONSENT AGENDA

Trustee Onayemi moved to approve the Consent Agenda, including the Minutes of the May 12, 2020 Regular Board of Trustees Meeting, and Township bills for the period May 7, 2020 through May 22, 2020. Trustee Trybus seconded the motion which passed unanimously.

APPROVAL OF CONTRACT WITH RIVER FOREST TOWNSHIP FOR SENIOR SERVICES

Manager Morgan and Senior Services Director Pamela Mahn recommended renewal of the agreement to provide Senior Services to River Forest Township. She noted that the previous agreements have worked well and that the new agreement features enhanced behavioral health services.

After discussion, Trustee Trybus moved to approve the AGREEMENT FOR SENIOR SERVICES BETWEEN OAK PARK AND RIVER FOREST TOWNSHIPS, effective April 1, 2020 to March 31, 2022. Trustee Onayemi seconded the motion which passed unanimously. A copy of the Agreement is attached to and made a part of these minutes.

RATIFICATION OF 0% COST FACTOR RE: FY21 LEVY

Board members reviewed the proposed resolution to be sent to the Cook County Assessor requesting a 0% cost factor for the FY21 Levy, to prevent any additional payments by taxpayers. After discussion, Trustee Onayemi moved to ratify the REQUEST TO COOK COUNTY FOR A 0% COST FACTOR IN THE EVENT OF A LOSS IN REVENUE, as part of the Tentative Budget to be taken to Public Hearing on June 23, 2020. Trustee Trybus seconded the motion which passed unanimously.

 

APPROVAL OF YOUTH INTERVENTIONIST PROGRAM AGREEMENT

Youth Services Director Megan Traficano urged Board approval of the proposed Intergovernmental Agreement for Youth Interventionist Agreement. This agreement is currently under consideration jointly by local governments for the two-year period beginning July 1, 2020. She noted that the Village of Oak Park has chosen not to be a partner in this year's agreement, which will deny Village funding to the program and Village access to program and student data. There is still sufficient funding for the program, with outside grant funding acquired. A question and answer period followed.

Trustee Trybus then moved to approve the INTERGOVERNMENTAL AGREEMENT FOR THE YOUTH SERVICES INTERVENTIONIST PROGRAM for 2020-2022, a copy of which is attached to and made a part of these minutes. Trustee Mbekeani seconded the motion, which passed unanimously.

 

TOWNSHIP COVID-19 OPERATIONS AND REOPENING TRANSITION PLAN

Manager Morgan reported on the work to date of the Committee to plan the reopening of Township operations at the 105 Offices and Senior Services Site at 130 S. Oak Park . The Committee is composed of representatives from all departments and staff volunteers, and following Center for Disease Control directives regarding precautions and steps in the reopening. The recent staff survey on the reopening plans has been completed. Most expressed a positive attitude regarding the working from home, while noting need for day care to be addressed. Staff members also expressed the need for a third-party human resources hotline, which will be implemented soon and directed by Office Manager Kim Henry. Finally, the Committee is reviewing options for screening of employees and guests entering the buildings once they are open.

BRIEF REPORTS

Participants in the meeting gave brief reports on recent news and events within their respective departments. All continue to attend to client and program needs and best practices for delivery of services.

NEXT MEETING

The next meeting of the Oak Park Township Board of Trustees will be a PUBLIC HEARING ON ALL TENTATIVE TOWNSHIP BUDGETS FOR FY2021, at 7:00 p.m. Tuesday, June 23, 2020, immediately followed by a Regular Board of Trustees Meeting conducted electronically among Board members.
