MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, AUGUST 18, 2020, ELECTRONICALLY CONDUCTED

CALL TO ORDER AND ROLL CALL

 

Clerk White called the meeting to order at 7:03 p.m. On the call of the roll the following participated electronically: Trustees Eric Davis, Margaret Trybus, Michelle Mbekeani and Ade Onayemi and Clerk Gregory White. Township Manager Gavin Morgan and Attorney John Garofalo also participated in the meeting.

 

APPROVAL OF CONSENT AGENDA

Trustee Davis moved to approve the Consent Agenda, including the Minutes of the July 21, 2020 Regular Board of Trustees Meeting, and Township bills for the period July 17, 2020 through August 13, 2020. Trustee Onayemi seconded the motion which passed unanimously.

APPROVAL OF PERSONNEL POLICY UPDATES: TELECOMMUTING POLICY

Board members gave final review to the proposed Township Telecommuting Policy as previously considered and approved for emergency use as needed by staff.

Trustee Davis then moved to approve the PERSONNEL POLICY UPDATE: TELECOMMUTING POLICY, a copy of which is attached to and made a part of these minutes. Trustee Onayemi seconded the motion which passed unanimously.

REPORT ON COVID-19 REOPENING PROCEDURES

Manager Morgan reported on the continuing work of the Township Task Force for dealing with the current Covid-19 situation in Township areas. Focus areas include procedures, tasks, diligent cleaning of areas, employee travel, work locations and office safety, and attention to high-risk employees, clients, and their safety

TOWNSHIP MANAGER’S REPORT

Manager Morgan shared a detailed written report on recent topics and events of importance to Board members and department heads. Highlights included:

  • Township received a grant from IPMG, our risk management consultant, to to partially reimburse the purchase of masks, gloves, thermometers and other safety equipment.
  • Due to effects of Covid-19, this year’s audit of Township finances is somewhat behind schedule but will be available for Board approval in the near future.
  • Reesheda Graham Wilson’s compilation of input from staff on diversity will be presented to Board members at a special meeting in the next few weeks.
  • The Township has received the respected Government Finance Officers Award for the 17th year in a row. This award recognizes highest standards of excellence in financial reporting.

CLERK’S REPORT

Clerk White reported that he has submitted two voter-approved advisory referendum questions for placement on the November 2020 Ballot. He also requested Board input on the citizen input process. Attempts are being made to strengthen voter registration efforts with local community groups and individuals, especially long-time partner the League of Women Voters of OPRF.

FOR THE GOOD OF THE ORDER

Supervisor Clarmarie Keenan joined the meeting electronically and the Board wished her well during her health recovery. Condolences were expressed to Trustee Davis on the recent passing of his mother on August 1, and to Attorney Garofalo on the recent passing of his wife Gloria.

NEXT MEETING

The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting, at 7:00 p.m. Tuesday, September 8 ,2020 conducted electronically.

Trustee Davis moved to adjourn at 7:43 p.m. Trustee Onayemi seconded the motion which passed unanimously.
