MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, MARCH 10, 2020, AT THE OAK PARK TOWNSHIP HALL, 105 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS
CALL TO ORDER AND ROLL CALL
The meeting was called to order at 7:36 p.m. On the call of the roll the following were present: Trustees Margaret Trybus, Ade Onayemi, and Eric Davis. Township Manager Gavin Morgan, Youth Services Director Megan Traficano, Welfare Administrator April Dugal and Attorney John Garofalo were also present.. Supervisor Clarmarie Keenan, Clerk Gregory White and Trustee Michelle Mbekeani-Wiley were absent.
Trustee Trybus served as Acting Clerk for the meeting.
APPROVAL OF MINUTES
Trustee Trybus moved to approve the Minutes of the February 11, 2020 Regular Board of Trustees Meeting.. Trustee Onayemi seconded the motion which passed unanimously.
BUSINESS ITEMS:
- Technology Resources Use Policy – Reviewed by Risk Management attorney and John Garfalo and changes discussed by Board. Makes clear Township property including emails which shouldn’t be used for personal use. The Policy protects the Township.
Motion to approve as presented: Eric and seconded Ade..motion passed.
- MOU – Park District and Township – Tabled
- Microsoft Office 365 Purchase – Manager Morgan explained the benefits to the Township to make this purchase. Cheaper to do a subscription rather than replace each software.
Motion to approve as presented: Margie moved; seconded Eric
- Approval of 2020 Annual Town Meeting
Motion to approve as presented: Margie moved; Ade seconded. Motion passed.
DISCUSSION ITEMS:
FY 21 Budget …Manager Morgan reviewed revenue and expenditures with the wellness Center expenditure. April gave a report on the GA budget and activities including job fairs. April suggested thinking about emergency funds in the future since GA money is available. Megan gave the highlights of the Youth program and stabilizing. Some of the programs like Girls on the Rise have expanded per D97 request. The projected budget for 2021 shows a cost savings of approximately $50,000 due to changes in staffing.
Diversity and Inclusion Training – discussion about Impact Makars. Keep looking!
Sexual Harassment Policy Update – AttorneyJohn Gargalo said guidelines are being reviewed to make amendments to bring to the March meeting which conform to the requirements to the Workplace Transparency Act of Illinois.
BRIEF REPORTS:
Manager Morgan pointed out all the reports in the packet. We are in a good financial position and all the departments are doing well. Open position for office manager. Attended meeting for OP Ave redesign for construction to begin in 2022. Following coping with the coronavirus for lunch program, insurance coverage if we have to shut done, and related cost issues. Trustee Eric mentioned we may need to extend the timeframe to get a letter from a doctor if sick and not at work for more than three days. Press releases have gone out advising seniors for precautions.

The next Meeting of the Oak Park Township Board of Trustees will be held at 7:00 p.m. Tuesday, March 24, 2020, at the Oak Park Township Hall, 105 S. Oak Park Ave., Oak Park, IL.

Trustee Davis moved to adjourn at 8:45 p.m. Trustee Onayemi seconded the motion which passed unanimously.
