MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, JULY 16, 2019, AT OAK PARK TOWNSHIP HALL, 105 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS

 

CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the meeting to order at 7:05 p.m. On the call of the roll the following were present: Supervisor Clarmarie Keenan, Trustees Ade Onayemi, Michelle Mbekeani-Wiley, Margaret Trybus, Eric Davis and Clerk Gregory White. Township Manager Gavin Morgan and Attorney John Garofalo were also present.

APPROVAL OF CONSENT AGENDA
Trustee Davis moved to approve the Consent Agenda, including the Minutes of the June 18, 2019 Public Hearing and Regular Board of Trustees Meeting, and Township bills for the period June 15, 2019 through July 12, 2019. Trustee Trybus seconded the motion which passed unanimously.

APPROVAL OF YOUTH SERVICES PROPOSAL FOR GIRLS ON THE RISE PROGRAM
Youth Services Director Megan Traficano shared a memorandum with Board members recommending expansion of the Girls on the Rise program, and providing written response to questions from Board members raised at the previous meeting.
After discussion, Trustee Davis moved to approve expansion of the Girls on the Rise program as follows: that Dominique Hickman work as a part-time Youth Interventionist (a caseload of 8 youth) from September 1, 2019- March 31, 2020. The Youth Interventionist Program would hire a part-time Youth Interventionist starting September 1, 2019 to continue serving a full caseload with Dominique going to part time. As of April 1, 2020, Dominique would move to the Case Management/Mentoring Department and the part-time interventionist would become full time. Trustee Trybus seconded the motion which passed unanimously.
Board members expressed concerns over speakers’ fees as too high. Funding for supplies was approved, but the Board felt that other funding should pay for speakers’ fees, possibly District 97.

DISCUSSION OF TOWNSHIP INTERGOVERNMENTAL OPEN HOUSE
Board members discussed hosting a Township Open House, focusing on the Township’s Mission, services provided, and testimonials from citizens served. The next step will be a committee headed by Manager Morgan of representatives of Township departments to explore and discuss planning for the event.

TOWNSHIP MANAGER’S REPORT
Township Manager Gavin Morgan reported the following items to the Board:

  • General Assistance statistics for the previous month were shared.
    Staff received training for suicide prevention.
  • A General Assistance workshop was hosted recently by the Township. Senior Services continues to host Memory Cafes and Dementia Friendly training.
  • The new Township website is scheduled to begin on July 31.

SUPERVISOR’S REPORT
Supervisor Keenan reported the following items to the Board:

  • This year’s July 4th Parade was both well-attended and very successful.
  • Concerns were expressed over the Village’s action of removing the handicapped space in front of the Township for moving the bus stop zone.
  • Board members were asked to submit dates for interviews of applicants for Township Boards and Committees.
  • Discussion continues on Township/CMHB participation in the Park District’s proposed Community Recreation Center.

EXECUTIVE SESSION
Trustee Onayemi moved to enter Executive Session to discuss a personnel issue at 8:28 p.m. Trustee Mbekeani-Wiley seconded the motion which passed unanimously.
The Board returned to open session at 9:44 p.m.

NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting, at 7:00 p.m. Tuesday, August 20, 2019, at the Oak Park Township Hall, 105 S. Oak Park Ave., Oak Park, IL.

ADJOURNMENT
Trustee Trybus moved to adjourn at 9:45 p.m. Trustee Davis seconded the motion which passed unanimously.
