MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, MAY 14, 2019, AT OAK PARK TOWNSHIP HALL, 105 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS
CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the meeting to order at 7:05 p.m. On the call of the roll the following were present: Supervisor Clarmarie Keenan, Trustees Ade Onayemi, Margaret Trybus, Eric Davis and Clerk Gregory White. Township Manager Gavin Morgan and was also present. Trustee Michelle Mbekeani-Wiley was absent.
APPROVAL OF CONSENT AGENDA
Trustee Trybus moved to approve the Consent Agenda, including the Minutes of the April 23, 2019 Regular Board of Trustees Meeting, and Township bills for the period April 20, 2019 through May 10, 2019. Trustee Onayemi seconded the motion which passed unanimously.
APPROVAL OF INTERGOVERNMENTAL AGREEMENT FOR FUELING
Manager Morgan reported that the Village of Oak Park was requesting approval of an updated Intergovernmental Agreement from governmental participants in purchasing fuel for their vehicles. The Township Board approved participation in the program last
year.
Trustee Trybus moved to approve the INTERGOVERNMENTAL AGREEMENT FOR FUELING with the Village of Oak Park. Trustee Davis seconded the agreement which
passed unanimously.
APPROVAL OF TENTATIVE BUDGET FOR FISCAL YEAR 2020
The Board gave final review to the recommended proposed budgets for FY2020. It was again noted that there were no major changes or increases. After discussion, Trustee Onayemi moved to approve TENTATIVE ORDINANCE 2019-01: A BUDGET AND
APPROPRIATION ORDINANCE ADOPTING THE BUDGETS AND CERTIFICATES OF ESTIMATED REVENUES FOR OAK PARK TOWNSHIP, ILLINOIS, FOR THE FISCAL YEAR ENDING MARCH 31, 2020, to be taken to public hearing on June 18, 2020. Trustee Davis seconded the motion which passed unanimously. A copy of the ordinance is attached to and made a part of these minutes, and will be available for public inspection after May 14 at the Township Hall.
DISCUSSION RE: NARCAN DISTRIBUTION
Manager Morgan reported on a Department of Human Services proposal for the distribution of Narcan by the Township, to prevent opioid fatalities. Mr. Morgan agreed
to further investigate the proposal and report back to the Board.
TOWNSHIP MANAGER’S REPORT
Township Manager Gavin Morgan reported the following items to the Board:
Sara Marx has been hired as the new Youth Interventionist Supervisor and will assume her duties in early June.
All staff attended an Active Shooter Training presented by the Park District of Oak Park, and is taking an ICMA Training Course on leadership.
This year’s TIF Surplus distribution is expected to be approximately $30,000.
Information was also shared on workshops conducted for General Assistance clients, youth services, and Celebrating Seniors.
SUPERVISOR’S REPORT
Supervisor Keenan reported the following items to the Board:
A film dealing with homelessness, “The Public” will be shown tomorrow evening at the Lake Theater, as a fundraiser for Housing Forward.
IGOV meetings are focusing on equity, sustainability, education and the environment. Tony is researching the Township offices for energy concerns and a solar assessment by Commonwealth Edison.
A Community Conversation will be held from 3- 6 p.m. on May 23 by County Board Commissioner Bruce Johnson at this office, 6614 W. North Ave.
REMEMBRANCE: BOBBIE RAYMOND
Supervisor Keenan and the Board noted the passing of long-time activist Bobbie Raymond, who will be remembered for her work in the diversity of Oak Park, and for her efforts in heading the Oak Park Housing Center for many years.
NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting, at 7:00 p.m. Tuesday, May 28, 2019, at the Oak Park Township Hall, 105 S. Oak Park Ave., Oak Park, IL.

Trustee Davis moved to adjourn at 8:08 p.m. Trustee Trybus seconded the motion which passed unanimously.
