MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD
OF TRUSTEES HELD TUESDAY, APRIL 9, 2019, AT OAK PARK TOWNSHIP
SENIOR SERVICES, 130 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS
CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the meeting to order at 7:56 p.m. On the call of the roll the
following were present: Supervisor Clarmarie Keenan, Trustees Eric Davis, Michelle
Mbekeani-Wiley and Clerk Gregory White. Township Manager Gavin Morgan and
Attorney John Garofalo were also present. Trustees Ade Onayemi and Margaret Trybus
were absent.
PUBLIC COMMENTS
Vanessa Matheny addressed the Board regarding the Youth Services Committee’s
recommendation to decline a contract funding request with the YEMBA Program
pending further consideration by Youth Services staff to work with YEMBA on program
development. She stated that she was familiar with the program and its administration,
and urged the Board to reconsider funding. She added that both the Oak Park
Community Foundation and Community Mental Health Board have provided support for
YEMBA. The Board thanked her for her presentation.
APPROVAL OF CONSENT AGENDA
Trustee Davis moved to approve the Consent Agenda, including the Minutes of the
March 26, 2019 Regular Board of Trustees Meeting, and Township bills for the period
March 23, 2019 through April 5, 2019. Trustee Wiley seconded the motion which
passed unanimously.
APPROVAL OF YOUTH SERVICES CONTRACTS
The Board discussed the FY20 Youth Services Contracts as submitted by the Youth
Services Committee. Discussion was held on the YSC’s concerns on a funding request
from YEMBA. This was based on issues of duplication and possible conflict of interest,
based on the contract application and not on the program itself. Board members also
expressed concerns about repeated funding of District 97 Programs. Trustee Davis then
moved to accept the recommendations of the Youth Services Committee and approve
the contracts with local agencies for their respective programs, but not to approve
contracts with District 97 programs at this time, but to send them back to the Youth
Services Committee for further consideration and justification. Trustee Wiley seconded
the motion which passed unanimously. It was agreed that Manager Morgan attempt to
work with D97 to discuss concerns and future expectations on contract requests for
funding.
SUPERVISOR’S REPORT
Supervisor Keenan reminded Board members of the upcoming Nature Walk in the
Forest Preserves in May, Day In Our Village on June 3, Celebrating Seniors, and other
community events in the near future.

NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a Regular Board
of Trustees Meeting, at 7:00 p.m. Tuesday, April 23, 2019, at the Oak Park Township
Hall, 105 S. Oak Park Ave., Oak Park, IL.
ADJOURNMENT
Trustee Davis moved to adjourn at 8:34 p.m. Trustee Wiley seconded the motion which
passed unanimously.
