MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD
OF TRUSTEES HELD TUESDAY, APRIL 23, 2019, AT OAK PARK TOWNSHIP
HALL, 105 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS
CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the meeting to order at 7:05 p.m. On the call of the roll the
following were present: Supervisor Clarmarie Keenan, Trustees Ade Onayemi, Margaret
Trybus and Clerk Gregory White. Township Manager Gavin Morgan and Attorney John
Garofalo were also present. Trustee Michelle Mbekeani-Wiley was absent. Trustee Eric
Davis joined the meeting at 7:13 p.m.
APPROVAL OF BILLS
Trustee Davis moved to approve the Township bills for the period April 6, 2019 through
April 19, 2019. Trustee Trybus seconded the motion which passed unanimously.
APPROVAL OF CONTRACTS WITH HOUSING FORWARD
Board members gave final review of two contracts with Housing Forward, as discussed
at previous meetings.
Trustee Onayemi then moved to approve the contract with Housing Forward for the
Emergency Assistance Program, in the amount of $20,000. Trustee Trybus
seconded the motion which passed unanimously.
Trustee Onayemi moved to approve the contract with Housing Forward, in the
amount of $25,000, for the Sojourner House Program. Trustee Trybus seconded the
motion which passed unanimously.
APPROVAL OF YOUTH SERVICES CONTRACTS
The Board reviewed a memorandum from the Youth Services Committee
recommending funding for District 97 programs for the 2019-2020 school year. The
memo responded to the Board’s concerns about funding, in light of the YSC’s focus and
funding into the transitional years of grades 5- 9. Rationale for the programs and their
respective amounts were also shared. Finally, the Committee has agreed that Youth
Services Director Megan Traficano will reach out to D97 representatives and explain in
writing the Committee’s requirements for future funding.
Trustee Trybus then moved to accept the recommendations of the Youth Services
Committee and to approve Township funding for District 97 programs for the 2019-
2020 school year. Trustee Davis seconded the motion which passed unanimously.
APPROVAL OF PROCLAMATION FOR OLDER AMERICANS’ MONTH
Trustee Trybus moved to approve the Proclamation For Older Americans’ Month:
May, 2019. Trustee Onayemi seconded the motion which passed unanimously.
Trustee Trybus requested that the Township publish an agenda for Celebrating Seniors
Week, May 2- 9. She commended Township Communications Director Wendy Senger
for her work on posting Township information.
APPROVAL OF INTERGOVERNMENTAL AGREEMENT FOR LIQUOR
COMPLIANCE CHECKS
Manager Morgan reported that representatives of the VOP Liquor Commission
performed purchase checks on all liquor vendors last year, for legal compliance. Three
vendors received citations for improper procedures. This action was sponsored by the

Positive Youth Development Program, which seeks to prevent underage use of alcohol.
This year, the VOP wants an intergovernmental agreement to support the compliance
checks.
After discussion, Trustee Trybus moved to approve the INTERGOVERNMENTAL
AGREEMENT WITH THE POSITIVE YOUTH DEVELOPMENT PROGRAM FOR
LIQUOR COMPLIANCE CHECKS. Trustee Onayemi seconded the motion which
passed unanimously.
TOWNSHIP MANAGER’S REPORT
Township Manager Gavin Morgan reported the following items to the Board:
 A written report on progress to date on the 2019 Township Projects and Priorities
was shared with Board members.
 The Township Annual Report is being updated and mailed to local citizens in the
near future.
 Active Shooter training is being conducted with all staff later this week.
 An ICMA Leadership course is being offered online for six sessions beginning
May 1.
 Mr. Morgan has met with Tony Martinez, Executive Director of the OPRF
Community Foundation, about assisting with grants and funding opportunities.
 A Township Officials of Cook County Dinner Meeting will be held in Lemont on
May 16.
SUPERVISOR’S REPORT
Supervisor Keenan reported the following items to the Board:
 The Township is hosting a prescription take-back day on April 26 in the Board
Room.
 The Positive Youth Development Initiative continues its efforts to prevent
underage alcohol use in the community through education and community
partnerships. It is also hosting informational events with April designated as
Alcohol Awareness Month.
 Board members were reminded of the importance of attendance at meetings,
and asked to provide notice in advance of absences.
 District 97 reported it has prepared a formalizing partnerships agreement, at
IGOV Mtg.
NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a Regular Board
of Trustees Meeting, at 7:00 p.m. Tuesday, May 14, 2019, at the Oak Park Township
Hall, 105 S. Oak Park Ave., Oak Park, IL.

Trustee Onayemi moved to adjourn at 8:10 p.m. Trustee Trybus seconded the motion
which passed unanimously.
