MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD
OF TRUSTEES HELD TUESDAY, FEBRUARY 26, 2019, AT THE OAK PARK
TOWNSHIP HALL, 105 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS
CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the meeting to order at 7:05 p.m. On the call of the roll the
following were present: Supervisor Clarmarie Keenan, Trustees Margaret Trybus, Ade
Onayemi and Clerk Gregory White. Township Manager Gavin Morgan and Attorney John
Garofalo were also present. Trustees Eric Davis and Michelle Mbekeani-Wiley were
absent.
APPROVAL OF CONSENT AGENDA
Trustee Trybus moved to approve the Consent Agenda, including the Minutes of the
February 12, 2019 Regular Board of Trustees Meeting, and Township bills for the period
February 9, 2019 through February 22, 2019. Trustee Onayemi seconded the motion which
passed unanimously.
PERSONNEL POLICY MANUAL
Manager Morgan reported further information and possible revisions to the existing
Township Personnel Policy. He recommended that the Board not change the policy
regarding paid time off. The Board concurred. Mr. Morgan will be presenting the new policy
manual for the Board’s consideration at the March 12 Meeting.
HOUSING FORWARD PROPOSAL
The Board discussed a request from Housing Forward for a $25,000 grant for Sojourner
House, to support the homeless population transitioning to permanent housing. Manager
Morgan requested Board consideration and input. Action will be taken on the request at the
March 12 Board Meeting. Executive Director Lynda Schueler will be in attendance to
answer any questions on the request from the Board.
DISCUSSION OF 2020 BUDGET PLANNING
Manager Morgan shared study sheets of Township Fund Projections to assist in
planning the FY2020 Budgets. Fund balances are all within amounts set by policy, and
the overall financial standing of the Township is good, as stated by the Township
auditors.
TOWNSHIP MANAGER’S REPORT
Manager Morgan reported the following items to the Board:
 Regarding Projects and Priorities, the Township Personnel Policy will be submitted
to the Board during March. Communications Director Wendy Senger is working on
an updated Township Communications plan, and the Township’s Annual Report will
be presented at the April 9 Annual Meeting.
 There will be an all-staff meeting on Thursday, February 28 at the Senior Services
Dining Area.
 Communications have been given by the Village of Oak Park of major construction
projects to come on Madison Street.
 General Assistance Administrator April Dugal is on medical leave until mid-March.
Miguel Nunez is serving as temporary administrator.
 Supervisor Keenan and Manager Morgan attended the recent Council of
Governments Meeting, with the major topic being the ending of the Tax Increment
Funding Districts in the Village.

 The League of Women Voters has invited Township representatives to address
their attendees on Township Youth Services on March 21.
 SPF Coordinator Kelly O’Connor is promoting an event called “Catching My Breath”,
an anti-vaping program for area youth. A prescription take back and shredding day
will be held at the 105 office on April 27. April has been designated “Alcohol
Awareness Month”.
 Township facilities are increasing in use by community groups. The OPRF Chamber
of Commerce will be meeting regularly in the 105 Board Room on Thursday
mornings, the EndoMarch will use the 130 Dining areas as its base for a march to
raise awareness of endometriosis, and VOICE is hosting a forum on development in
the Dining Room.
SUPERVISOR’S REPORT
Supervisor Keenan reported the following items to the Board:
 A March Trustees Division Meeting is scheduled, and Trustees were encouraged to
attend.
 Manager Morgan will be meeting with management Maya del Sol to resolve the
issue of their continued use of the Township Parking Lot.
 The recent Aging Forum was well attended. Pam was very involved and explained
Township services.
 The Supervisor attended the Legislative Breakfast sponsored by AgeOptions last
week, and attendees were encouraged to give feedback.
EXECUTIVE SESSION
Trustee Onayemi moved to enter Executive Session to discuss a personnel matter at 8:17
p.m. Trustee Trybus seconded the motion which passed unanimously.
The Board returned to open session at 8:33 p.m.
NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of
Trustees Meeting at 7:00 p.m. Tuesday, March 12, 2019, at the Oak Park Township Hall,
105 S. Oak Park Ave., Oak Park, IL.
ADJOURNMENT
Trustee Onayemi moved to adjourn at 8:38 p.m. Trustee Trybus seconded the motion
which passed unanimously.
