MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD
OF TRUSTEES HELD TUESDAY, OCTOBER 23, 2018, AT OAK PARK TOWNSHIP
HALL, 105 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS
CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the meeting to order at 7:05 p.m. On the call of the roll the
following were present: Supervisor Clarmarie Keenan, Trustees Ade Onayemi, Margaret
Trybus, Michelle Wiley, Eric Davis, and Clerk Gregory White. Township Manager Gavin
Morgan and Attorney John Garofalo were also present.
APPROVAL OF CONSENT AGENDA
Trustee Onayemi moved to approve the Consent Agenda, including the Minutes of the
October 9, 2018 Regular Board of Trustees Meeting, Minutes of the October 9, 2018
Executive Session Meeting, and Township bills for the period October 6, 2018 through
October 19, 2018. Trustee Davis seconded the motion which passed unanimously, except
for Trustees Trybus and Wiley, who abstained because they were not present for the
meetings.
APPROVAL OF RESOLUTION AUTHORIZING PAYMENT OF CERTAIN BILLS
Trustee Onayemi moved to approve RES. 2018-07: A RESOLUTION AUTHORIZING
PAYMENT OF CERTAIN BILLS PRIOR TO EXAMINATION AND AUDIT BY THE
TOWNSHIP BOARD, as discussed at the previous Board Meeting. Trustee Trybus
seconded the motion which passed unanimously. A copy of the resolution is attached to
and made a part of these minutes.
EXECUTIVE SESSION
Trustee Trybus moved to enter Executive Session at 7:11 p.m. to discuss a real estate
matter. Trustee Wiley seconded the motion which passed unanimously.
The Board returned to open session at 7:50 p.m.
TOWNSHIP POSITION ON MADISON ST. TIF
The Board again discussed whether to support extending the Madison St. TIF District,
which has yet to be decided by the VOP Board. Assessor Ali ElSaffar addressed the Board
regarding its options for a position. After discussion, the Board agreed that it was opposed
to the extension of the Madison St. TIF District.
DISCUSSION OF ANNUAL TOWNSHIP TAX LEVY FOR 2018
Finance Director Lee Howard addressed the Board to assist in planning this year’s Annual
Tax Levy. Mr. Howard shared study sheets with Board members on the Township’s levy
history and proposed options for determining the 2018 Levy. It was agreed that Manager
Morgan and staff prepare drafts of three options available to the Board with specific
amounts and needs of the Township to decide on a Tentative Tax Levy to be taken to
public hearing in December.
TOWNSHIP MANAGER’S REPORT
Manager Morgan reported the following items to the Board:
Staff is developing a policy to guide the use of the Township Transportation
resources by community partners and people who are not seniors or do not have
disabilities.

Mr. Morgan is researching changes to the Township Personnel Policy and will
forward drafts to Board members for their review and input.
The Positive Youth Development Program continues to gain momentum in the
community, with the aim of preventing underage use of alcohol. Interviews are
beginning for hiring an assistant coordinator for the program.
A training session on dealing with the presence of an active shooter was held
recently on the Northern Illinois University Naperville Campus. Mr. Morgan ands
other staff attended the training.
Upcoming dates/events were given: October 27, Prescription Takeback Day;
November 15, Staff Thanksgiving Luncheon; December 7, Annual Holiday Party for
Staff at Cheney Mansion. The Breast Cancer Awareness Walk is on October 27.
The Financial Advisory Committee will begin its work in the coming weeks.
SUPERVISOR’S REPORT
Supervisor Keenan reported the following to the Board:
A prospective candidates’ forum was held on October 17, hosted by members of
IGOV.
Supervisor Keenan was the guest speaker on The Doris Davenport Show on local
radio. She conversed about the upcoming consolidation referendum. The topic was
also featured in an Oak Leaves article.
Local activist group Call to Action is opposed to the consolidation referendum and
offered yard signs to local citizens.
Board members were reminded about the upcoming Township Officials of Illinois
Fall Educational Conference in Springfield, November 11- 13.
FOR THE GOOD OF THE ORDER
Trustee Davis expressed gratitude to Township Manager Gavin Morgan for his leadership
services to the Township.
NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of
Trustees Meeting, at 7:00 p.m. WEDNESDAY, November 14, 2018, at the Oak Park
Township Hall, 105 S. Oak Park Ave., Oak Park, IL.
ADJOURNMENT
Trustee Davis moved to adjourn at 9:01 p.m. Trustee Trybus seconded the motion which
passed unanimously.
