MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD
OF TRUSTEES HELD TUESDAY, SEPTEMBER 11, 2018, AT OAK PARK
TOWNSHIP HALL, 105 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS
CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the meeting to order at 7:07 p.m. On the call of the roll the
following were present: Supervisor Clarmarie Keenan, Trustees Ade Onayemi, Eric Davis,
and Clerk Gregory White. Township Manager Gavin Morgan and Attorney John Garofalo
were also present. Trustees Margaret Trybus and Michelle Mbekeani-Wiley were absent.
Supervisor Keenan and the Board noted the 17th Anniversary of the September 11, 2001
attacks on the World Trade Center
APPROVAL OF MINUTES
Trustee Onayemi moved to approve the Minutes of the August 28, 2018 Regular Board of
Trustees Meeting. Trustee Davis seconded the motion which passed unanimously.
Trustee Davis moved to approve the Minutes of the August 28, 2018 Executive Session
Meeting. Trustee Onayemi seconded the motion which passed unanimously.
AMENDMENTS TO RES. NO. 2018-02: FINANCIAL ADVISORY COMMITTEE
Manager Morgan shared a draft of an amended Resolution on the Financial Advisory
Committee, which changed the number of public members from three to five, and to
provide for staggered terms on the Committee. Trustee Davis then moved to approve the
amended RESOLUTION 2018-02, AUTHORIZING THE FINANCIAL ADVISORY
COMMITTEE TO THE TOWNSHIP, a copy of which is attached to and made a part of
these minutes.
DISCUSSION OF CHANGES TO TOWNSHIP BILLS LIST PROCESS
Manager Morgan reported on proposed changes in the presentation and approval process
for Board approval of Township bills. The new process will improve and streamline the bill
payment process. A draft Resolution regardingthe proposed changes will be shared with
the Board at the next meeting.
TOWNSHIP DAY PLANNING AND ACTIVITIES
Clerk White reported on continued planning for this year’s Township Day events, from 4-7
p.m. on Friday, September 21, at the 105 site. Local citizens are invited for tours of the
restored Township offices, information on Township services, and refreshments and
activities in the Township Parking Lot. River Forest Township will also participate in the
activities. Board members were encouraged to participate.
EXECUTIVE SESSION
Trustee Onayemi moved to enter Executive Session to discuss a real estate matter at 7:44
p.m. Trustee Davis seconded the motion which passed unanimously.
The Board returned to open session at 8:04 p.m.
TOWNSHIP MANAGER’S REPORT
Manager Morgan reported on topics discussed at the last Oak Park Council of
Governments Meeting. He and Trustees Davis and Onayemi interviewed candidates for the
Financial Advisory Committee.

SUPERVISOR’S REPORT
Supervisor Keenan reported the following to the Board:
 Board members were again encouraged to attend and participate in Township Day
activities on September 21.
 Plans are underway for this year’s Annual Holiday Dinner for Board and staff
members on December 7. More information is forthcoming.
 Supervisor Keenan reported favorably on the recent Township Officials of Cook
County Educational Conference which she attended. She commended the
presenters and sessions for information presented.
 As of this date, District 97 officials have still not submitted a memorandum of
understanding for Cargo Circles in D97 schools.
YOUTH SERVICES COMMITTEE REPORT
Trustee Davis, liaison to the YSC, reported that new contracts for programs with local
agencies began on July 1, as approved by the Board. YSC members are scheduling
program site visits to observe the programs in action.
Supervisor Keenan is requesting that Youth Services Administration begin seeking grant
funding in support of the Youth Interventionist Program, with the possibility of VOP ending
financial support after the current year of the contract.
NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of
Trustees Meeting, at 7:00 p.m. Tuesday, September 25, 2018, at the Oak Park Township
Hall, 105 S. Oak Park Ave., Oak Park, IL.
ADJOURNMENT
Trustee Davis moved to adjourn at 8:17 p.m. Trustee Onayemi seconded the motion which
passed unanimously.
