MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD
OF TRUSTEES HELD TUESDAY, MAY 8, 2018, AT OAK PARK TOWNSHIP SENIOR
SERVICES, 130 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS
CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the meeting to order at 7:06 p.m. On the call of the roll the
following were present: Supervisor Clarmarie Keenan, Trustees Margaret Trybus, Ade
Onayemi, Eric Davis, Michelle Mbekeani-Wiley and Clerk Gregory White. Township
Manager Gavin Morgan and Attorney John Garofalo were also present.
APPROVAL OF MINUTES
Trustee Davis moved to approve the Minutes of the April 24, 2018 Regular Board of
Trustees Meeting. Trustee Trybus seconded the motion which passed unanimously.
APPROVAL OF ALL TENTATIVE TOWNSHIP BUDGETS FOR FY2019
Manager Morgan shared study sheets with the Board comparing current FY expenditures
with the recommended expenditure amounts for FY19. He again noted that there were no
major changes or increases. After discussion, Trustee Onayemi moved to approve
TENTATIVE ORDINANCE 2018-02: A BUDGET AND APPROPRIATION ORDINANCE
ADOPTING THE BUDGETS AND CERTIFICATES OF ESTIMATED REVENUES FOR
OAK PARK TOWNSHIP, ILLINOIS, FOR THE FISCAL YEAR ENDING MARCH 31, 2019,
to be taken to public hearing on June 19, 2018. Trustee Davis seconded the motion. On
the call of the roll, the vote was as follows: ayes: Supervisor Keenan, Trustees Trybus,
Onayemi, Mbekeani-Wiley and Davis; nays: none. A copy of the ordinance is attached to
and made a part of these minutes, and will be available for public inspection after May 15
at the Township Hall.
DISCUSSION ITEMS
A draft of a Resolution honoring former Supervisor Nancy Follett is being prepared and will
be submitted to the Board at the next meeting. Mrs. Follett served as Township Supervisor
from 1973- 1981 and passed away recently. Supervisor Keenan informed the Board that a
memorial service for Mrs. Follett will be held in June at the 19th Century Club in Oak Park.
Board members were encouraged to represent the Township in upcoming Community
events: River Forest Memorial Day Parade, May 28; A Day In Our Village, June 3; and the
Oak Park Independence Day Parade on July 4. More information is coming.
REPORT ON FLOOD DAMAGE TO TOWNSHIP HALL
Supervisor Keenan and Manager Morgan reported to the Board on the flooding damage to
Township Hall. This occurred during recent heavy storms on May 3-4, and was caused by
a collapsed sewer line that led to water backup into the western area of the building. The
building is insured and Marion Street Services began by coordinating mitigation and
performing immediate repairs. Staff in the affected areas have been given temporary
workspace in the Senior Services Building with the goal of continuation of necessary
services to citizens. Staff and Board will receive progress notifications, and the Board
agreed to an inspection of the 105 Building after adjournment of the meeting.
TOWNSHIP MANAGER’S REPORT
Manager Morgan reported the following items to the Board:
Senior Services Director Pamela Mahn replied to Board inquiries on the proposed
Great Neighbors Program for senior citizens. The Board agreed with participating in
supporting the program and discussing it with potential clients and volunteers.

Final notice was given for attendance at the Township Officials of Cook County
Spring Conference in Countryside.
The Government Finance Officials Award has again been presented to Oak Park
Township for excellence in auditing standards and presentation. This is the 14th
year that the Township has been awarded this honor.
SUPERVISOR’S REPORT
Supervisor Keenan reported the following to the Board:
The Supervisor attended the recent Village of Oak Park Board Meeting. Topics
discussed included celebrating Sherlynn Reid's 50th anniversary in the formation of
the Community Services Program; discussion was held on the effectiveness of
IGOV, which was established as a subcommittee of the Village Government.
The VOP Efficiency Committee met with the Supervisor and Manager Morgan and
discussed Township governance efficiency, as part of the local governmental task
force. The Supervisor also is requesting a meeting with Efficiency task Force Chair
David Pope as part of the Township's transparency.
A dinner was held for the closing of Celebrating Seniors week, and recognized the
quality of volunteers for seniors and their commitment to the community.
Very qualified candidates have been interviewed for vacancies on Township
committees; recommendations for appointment will be made after the conclusion of
interviews.
NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of
Trustees Meeting, at 7:00 p.m. Tuesday, May 22, 2018, at Oak Park SENIOR SERVICES,
130 S. Oak Park Ave., Oak Park, IL.

Trustee Onayemi moved to adjourn at 8:14 p.m. Trustee Trybus seconded the motion
which passed unanimously.
