MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD
OF TRUSTEES HELD TUESDAY, MAY 22, 2018, AT OAK PARK TOWNSHIP
SENIOR SERVICES, 130 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS
CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the meeting to order at 7:03 p.m. On the call of the roll the
following were present: Supervisor Clarmarie Keenan, Trustees Margaret Trybus, Ade
Onayemi, Eric Davis and Clerk Gregory White. Township Manager Gavin Morgan and
Attorney John Garofalo were also present. Trustee Michelle Wiley was absent.
APPROVAL OF MINUTES
Trustee Onayemi moved to approve the Consent Agenda, including the Minutes of the May
8, 2018 Regular Board of Trustees Meeting, and Township bills for the period April 21
through May 17, 2018. Trustee Trybus seconded the motion which passed unanimously.
APPROVAL OF YOUTH INTERVENTIONIST INTERGOVERNMENTAL AGREEMENT
Manager Morgan shared copies of a draft of the Youth Interventionist Agreement for 2018-
2020. He summarized the respective costs to local governmental entities, highlights of the
agreement, including Township ownership of Cargo Circles Curriculum, and expectations
for sharing of data among the entities. Trustee Davis then moved to approve the amended
YOUTH INTERVENTIONIST INTERGOVERNMENTAL AGREEMENT, a copy of which is
attached to and made a part of these minutes. Trustee Onayemi seconded the motion
which passed unanimously.
APPROVAL OF RES. 2018-03 DECLARATION OF EMERGENCY FOR WAIVER OF
PUBLIC BIDDING REQUIREMENTS
Manager Morgan recommended Board approval of an emergency resolution waiving public
bidding requirements and awarding of contract(s) to begin immediate removal of asbestos
from the Town Hall, and to begin repairs to the building to restore office space for
Township services. This action was necessitated by the May 3 storm and water damage to
the building and is in accordance with Illinois Statutes. Trustee Onayemi moved to approve
RESOLUTION NO. 2018-03: DECLARATION OF EMERGENCY FOR WAIVER OF
PUBLIC BIDDING REQUIREMENTS, a copy of which is attached to and made a part of
these minutes. Trustee Davis seconded the motion which passed unanimously.
APPROVAL OF RES. 2018-04 HONORING NANCY C. FOLLETT
Board members reviewed a proposed resolution honoring Former Township Supervisor
Nancy C. Follett (1973- 1981) who passed away recently. A memorial service is being held
on June 17 at the 19th Century Club for Mrs. Follett and to recognize her many charitable
and civic contributions. Trustee Trybus moved to approve OAK PARK TOWNSHIP
RESOLUTION 2018-04 HONORING NANCY C. FOLLETT, a copy of which is attached to
and made a part of these minutes. Trustee Onayemi seconded the motion which passed
unanimously.
APPOINTMENT OF TOWNSHIP COMMITTEE MEMBERS
Supervisor Keenan reported on interviews with applicants for Township committees and
recommended candidates appointments to the respective committees. Trustee Onayemi
moved to appoint Lydia Manning, Michael Thomas, Valerie Lester and Pat Koko to full
three-year terms on the Senior Citizens Services Committee, and Patrice Dziire and Emily
D’Agostino to full three-year terms on the Youth Services Committee. Trustee Davis
seconded the motion which passed unanimously.

TOWNSHIP MANAGER’S REPORT
Manager Morgan reported the following items to the Board:
 VOP Public Works is beginning resurfacing of both North and South Blvds. In the
coming months.
 The Township Website is being transitioned shortly to be more cost efficient and
user friendly.
 The Park District is negotiating purchase of the Dole Branch Library for improved
use by local residents. The Oak Park Senior Center is becoming more engaged with
the Park District and possibly the Township for programming and events.
 The Supervisor and Manager submitted written responses to members of the
Village Efficiency Task Force. Information was also given regarding IMPACT and
the Positive Youth Development activities.
 Updates on remediation of asbestos and reconstruction for the Township Hall were
shared.
SUPERVISOR’S REPORT
Supervisor Keenan reported the following to the Board:
 A “walk through” at the 105 Township Hall is being given to interested residents and
local representatives this Friday at 10 a.m. to view the damage and reconstruction
work from a May 3 storm.
 An IGOV Meeting will be held on Saturday May 26 to envision the Village of Oak
Park strategic process. Participants are requested to choose three priorities for local
government collaboration. Supervisor Keenan noted that the Township stresses
community life and engagement, and emphasized the strengths, services, and
finances of the Township, as well as being a most diverse Board.
 Temporary office space has been rented nearby for use during the reconstruction of
the Township Hall.
 The parking agreement for use of the Township lot has been updated with both
Maya del Sol and Citrine Restaurants.
 Participation and activities for Board and Staff participation are being planned for
upcoming community events.
CLERK’S REPORT
Clerk White reported that there was little if any damage to Township records during the
recent flooding at Town Hall. He has access to all Township web services during the
transition period. Board members were reminded that Statements of Economic Interests
were due May 1, and that a quorum is necessary for the Budget Hearing and passage on
June 19.
BRIEF REPORTS
Trustee Onayemi reported that the CMHB has revised its fiscal management policy
regarding fund balance amounts. Discussion was held on continued problems with Thrive,
and administrative offices are moving into the Community Bank of OPRF Building on Lake
St. The recent Health and Wellness Fair was successful and well attended.

NEXT MEETING
The next meeting of the Oak Park Township Board of Trustees will be a PUBLIC HEARING
ON ALL TOWNSHIP TENTATIVE BUDGETS, immediately followed by a Regular Board of
Trustees Meeting, at 7:00 p.m. Tuesday, June 19, 2018, at Oak Park SENIOR SERVICES,
130 S. Oak Park Ave., Oak Park, IL.
ADJOURNMENT
Trustee Davis moved to adjourn at 8:37 p.m. Trustee Trybus seconded the motion which
passed unanimously.
