MINUTES OF THE REGULAR MEETING OF THE OAK PARK TOWNSHIP BOARD OF TRUSTEES HELD TUESDAY, JANUARY 9, 2018, AT THE OAK PARK TOWNSHIP HALL, 105 SOUTH OAK PARK AVENUE, OAK PARK, ILLINOIS
CALL TO ORDER AND ROLL CALL
Supervisor Keenan called the meeting to order at 7:02 p.m. On the call of the roll the following were present: Supervisor Clarmarie Keenan, Trustees Margaret Trybus, Ade Onayemi, Eric Davis and Clerk Gregory White. Township Manager Gavin Morgan and Attorney John Garofalo were also present. Trustee Michelle Mbekeani-Wiley was absent. APPROVAL OF CONSENT AGENDA
Trustee Davis moved to approve the Consent Agenda, including the Minutes of the December 12, 2017, Public Hearing and Regular Board of Trustees Meeting, and Township bills for the period December 23, 2017 through January 5, 2018. Trustee Onayemi seconded the motion which passed unanimously.
APPROVAL OF FY2018 BOARD MEETING SCHEDULE
Trustee Onayemi moved to approve the Oak Park Township Board FY2019 (April 1, 2018 through March 31, 2019) Regular Meeting Schedule, a copy of which is attached to and made a part of these minutes. Trustee Davis seconded the motion which passed unanimously.
DISCUSSION ITEMS
Supervisor Keenan is planning a Strategic Planning Workshop to revise the Township’s Mission Statement and Goals and Objectives for the coming year. Staff and community stakeholders will also be invited to the workshop on Saturday, February 10 at 9 a.m. at Township Senior Services. The Supervisor and Manager Morgan will facilitate the workshop. Manager Morgan met recently with representatives of the Oak Park Food Pantry to investigate Township support for providing lunches for eligible students when schools are not in session. More information will be coming. Manager Morgan will be meeting with management of Maya del Sol Restaurant to renegotiate the Parking agreement for the restaurant’s use of the Township Parking Lot during evening hours. He is also inquiring with St. Edmund Parish about renting parking spaces during the day for Township Senior Services staff parking. Manager Morgan also expressed an interest in drafting a Facilities Maintenance Agreement with Marion Street Services, an Oak Park business. He has previously advised the Township on building needs, provided maintenance services and would assist with obtaining bids, and project managment for facilities repairs and improvements.
SUPERVISOR’S REPORT
Supervisor Keenan reported that the front reception area has been enhanced with the addition of signage and graphic design. The same will be done at the Senior Services building. VOP Mayor Anan Taleb is hosting a community forum on aging at the Oak Park Public Library on January 10, The Supervisor requested Manager Morgan and Office Manager Angela Hill to draft a yearly calendar of Township dates and events in which staff is expected to participate. Finally, representatives of the Community Bank of Oak Park will attend the next Board Meeting to present investment options for the Township.

TOWNSHIP MANAGER’S REPORT
Manager Morgan reported that Madelynn Pietryla has begun her duties as the new Nutrition Manager for Township Senior Services. Felita Wilson has been hired as the new part-time Human Resources Coordinator for the Township. Housing Forward will be requesting an increase in funding from the Township to provide emergency assistance funding to individuals to prevent homelessness. The new HVAC system for the Township Hall has been completed, but final payment will not be made to the contractor until he receives final closeout paperwork, and the system passes a final inspection by the Village.
CLERK’S REPORT
Clerk White reported the following items to the Board:
The 2017 Township Tax Levy Ordinance was filed with the Cook County Clerk on December 20 by Trustee Davis. Board members were notified that their names were submitted on the required filers list for the annual Statement of Economic Interest with the Cook County Clerk. Statements will be emailed to filers in March, 2018. The Gubernatorial Primary Election will be conducted on March 20, 2018, and the Township Board Room will be used as a Polling Place.
BRIEF REPORTS
The General Assistance Report was shared with Board members. Youth Services Committee: Trustee Davis, liaison to the YSC, requested that Manager Morgan oversee the proposed new focus of the YSC, children in the developmental years, as an agenda item for the next YSC Meeting, so that Town Board action can then be taken on the action. Community Mental Health Board: Trustee liaison and CMHB member Ade Onayemi reported that four candidates were interviewed for two vacant positions. Clarification of conflicts of interest is needed, and he suggested a joint meeting of the CMHB and Supervisor Keenan to resolve the issue. Funding grants to local agencies are getting underway. Senior Citizens Services Committee: The Board suggested that the SCSC decide on whether to return to a monthly meeting format, as opposed to the current quarterly format.

The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting at 7:00 p.m. Tuesday, January 23, 2018, at the Oak Park Township Hall, 105 S. Oak Park Ave., Oak Park, IL.
